(SEAL) AYES: Councilman: Bathgate, Chereak, Durnford, Olivares, Buchheim NOES: Councilmen: None ABSENT: Councilmen: None City Clerk Pro Tem ORDINANCE NO. 19 AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO PROVIDING THAT THE CITY COUNCIL MAY CREATE OFFICES AND POSITIONS, DEFINE 'AND DUTIES INCIDENT THERETO THEREOF BY RESOLUTION AND THE URGENCY THEREOF. The City Council of the City of San Juan Capistrano does ordain as follows: SECTION 1. From and after the effective date -of this ordinance the offices and positions of the City Government of the City of San Juan Capistrano, the duties incident thereto, the salaries to be paid and the time of payment shall be those that are provided for by resolution of the City Council of the City of San Juan Capistrano, eecept as to those ofA- cers and employees of said City whose compensation must be fixed and de- termined by the Statutes and Laws of the State of California SECTION 2. This ordinance is an ordinance for the immediate prese- rvation of the public peace, health, and safety and the following is a declaration of the facts constituting the urgency. The City of San Juan Capistrano, a municipal corporation, became duly incorporated on the 19th day of April, 1961. On said date the 4® rules, regulations and ordinance of the County of Orange that were in effect and operative in the area within the boundaries of the present City of San Juan Capistrano are no longer of any force or effect by rea- son of the incorporation of the City. In order that the public will be protected immediately, it is necessary that this Ordinance be adopted as an urgency measure. SECTION 3. This ordinance shall take effect immediately and with- in fifteen (15) days shall be published in the Coastline Dispatch, to- gether with the names of the City Councilmen voting for and against the same.
