CITY COUNCIL
COMMUNITY REDEVELOPMENT AGENCY
Mayor pro tern Freese called the Adjourned Regular Meeting of the
San Juan Capistrano City Council and the Community Redevelopment Agency to order
at 3:07 p.m. in the City Council Chamber for a Joint Meeting. Council Member Hribar led
the Pledge of Allegiance.
ROLL CALL
COUNCIL MEMBERS/DIRECTORS PRESENT: Sam Allevato, Tom Hribar,
Mark Nielsen (came in at 3:11 p.m.), and Mayor pro tem Laura Freese
COUNCIL MEMBERS/DIRECTORS ABSENT: Mayor Dr. Londres Uso

PUBLIC HEARINGS:
RESOLUTION 10-06-15-01 ADOPTED APPROVING THE FISCAL YEAR
2010111 OPERATING BUDGET; AND 2010-2017 CITY SEVEN-YEAR CAPITAL
IMPROVEMENT PROGRAM PUBLIC HEARING CONTINUED TO
JUNE 22, 2010 (330.201330.40)
Steve Montano, Assistant Administrative Services Director, and Cindy Russell,
.Chief Financial Officer, provided a staff report and responded to questions.
Mayor pro tem Freese opened the public hearing and invited testimony.
Public Testimony.
■ John Perry, City resident, expressed concern with increasing costs to
operate the Groundwater Recovery Plant, costs of imported water, and
MtBE Surcharge.
Council Comments:
Important to budget for training and conferences.
Need to be watchful of expenses for historical buildings rehabilitation;
work should be performed only if necessary.
Felt that the position of Economic Development Manager can wait to be
filled in six (6) months in order to have salary savings, as there are a
number of pending projects presently.

Important to budget for the Economic Development Manager vacancy, the
position is important to fill as the economy starts to pick up; staff in City
Manager's office is working overtime to fill in for position; and felt that
rather than contracting out for branding services, the City could hire
someone who has the experience.
Need to develop a Marketing Communications Plan in order to utilize the
Public Relations consultant to full capacity.
Pleased with reductions presented by staff.
Council Action: Moved by Council Member Hribar, seconded by Council Member
AIlevato, and carried 4-0-1 with Mayor Uso absent to adopt Resolution
10-06-15-01 entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO, CALIFORNIA ADOPTING THE FISCAL YEAR
2010/11 OPERATING BUDGET AND AUTHORIZING EXPENDITURES AND
APPROPRIATIONS RELATED THERETO"; with reductions presented by staff;
and 2010-2017 City Seven -Year Capital Improvement Program public hearing
continued to June 22, 2010,

2. RESOLUTION NO. CRA 10-06-15-01 ADOPTED APPROVING THE FISCAL
YEAR 2010-11 COMMUNITY REDEVELOPMENT BUDGET (330.70)
Cindy Russell, Chief Financial Officer, provided a staff report and responded to
questions.
Chair Freese opened the public hearing and invited testimony. No public
testimony was provided. Chair Freese closed the public hearing.
Directors Comments:
■ Expressed concern with Little Hollywood rental income dropping while
property management costs are increasing.
■ Requested that further information be provided regarding Little Hollywood
rents for all units and income levels.
Board Action: Moved by Director Hribar, seconded by Director Nielsen, and
carried 4-0-1 with Director Uso absent to adopt CRA Resolution 10-06-15-01
entitled "A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SAN
JUAN CAPISTRANO COMMUNITY REDEVELOPMENT AGENCY ADOPTING
THE FISCAL YEAR 2010111 BUDGET AND AUTHORIZING EXPENDITURES
AND APPROPRIATIONS RELATED THERETO"; with the proviso that the
projected revenues for affordable housing be cleaned up; and further information
pertaining to Little Hollywood rents and income levels be provided to Director's
mail slots.
