Mayor Uso called the Adjourned Regular Joint Meeting of the San Juan Capistrano
City Council and Community Redevelopment Agency to order at 1:08 p.m. in the City
Council Chamber.

COUNCIL MEMBERS & COMMUNITY REDEVELOPMENT AGENCY PRESENT:
Sam Allevato, Tom Hribar, Mark Nielsen, Mayor pro tem Laura Freese and Mayor Uso.

DISCUSSION ITEM
C1. VISION STATEMENT REVIEWED AND DIRECTION PROVIDED TO STAFF ON
THE DRAFT LONG TERM VISION/STRATEGIC BUSINESS PLAN DOCUMENT

Steve Montano, Assistant Administrative Services Director, and Kate Roberts,
Consultant, presented a power point presentation.
Vision Statement
City Council/Director Comments:
■ Felt the vision statement is too broad; need a clear picture of where the City
needs to be in 20 30 years including details related to maintaining open
space, diversity, traffic around the community, character, rural equestrian,
historical, etc.
■ Expressed concerns with fitting in all details.
■ Expressed the importance to revise the statement to include all details.
■ Replace the word "social programs" with "community programs" under item 3
(Stable and Sustainable Local Economy)
■ Felt the Vision Statement represents the City with enough specificity.
■ Suggestion to replace "transit" with "diversion of regional traffic" within item 4
(San Juan Capistrano Natural Beauty and Experience)
■ Felt that many of the details are tactics/strategies.

Majority agreed to accept Vision Statement with suggestion to replace the
word "social programs" with "community programs"; and "transit" with
"diversion of regional traffic."
Key Performance Indicators
City Council/Director Comments:
• Expressed concern about the tracking of business licenses.
• Preference to include under Historical Character a sentence regarding the
Juaneno Indians and all who have controlled the lands.
• Suggestion to include a date reference within the document.
• Felt it is important to include information specific to San Juan Capistrano
under the Economic Environment.
• Suggestion to reference section and page number directing readers where
within the document to locate economic information specific to the City.
• Felt it is important within State Policies to note the limitations that have
been imposed on the City such as residential overcrowding, requirements
for affordable housing, etc. that will have financial impact on the City in the
future.
• Suggestion to include information on the impact of the State taking money
from the City.
Service and Operations Strategy: Strategic Priorities
Land Use, Building Standards and Open Space
City Council/Director Comment
• Felt that percentages may have less meaning than actual numbers.
• Suggestion to include developer applicant satisfaction (Key Performance
Indicators).
• Suggestion to include a percentage of attraction of new and desirable
businesses as a performance indicator of success. (Key Performance
Indicators).
• Felt that there may not be enough developer information to measure
satisfaction.
• Felt there is a need to measure the City's process and include all
development.
• Suggestion to include the dollars generated from open space (Key
Performance Indicators).
• Consensus to remove the last sentence on page 25 referring to identifying
public lands suitable for leasing and addressing as a policy matter.
• Felt it is important to not limit the public from using facilities to just
residents.
• Felt it is important to promote recreation and open space uses not
supported by user fees.

• Preference to include language under New Initiatives for a process to
identify desirable properties to pre -approve and entitle to expedite
development.
• Suggestion to be cautious about placing specific parcels/locations for
development; it can reduce the shelf life of the Business Plan.
Strengthening the Downtown, Los Rios Historic District & Mission as
a Community Icon
City Council/Director Comments:
• Preference to remove "College at William Ranch" and "Plaza Banderas"
on page 30, second paragraph.
• Suggestion to reduce specifics in the On-going Initiatives such as "Bank of
America" and the hotel name.
• Suggestion to recheck acreage numbers on page 30.
• Expressed importance to include reference dates within the document.
• Preference to not use the word "Urban."
• Suggestion to use "Downtown Design Plan."
• Suggestion to use "Downtown Master Implementation Plan."
Infrastructure
City Council/Director Comments:
• Suggestion to include a Performance Indicator regarding fatal and non-
fatal accidents rates.
• Suggestion to add the word "City" to the language within Sustainability,
example, "% gty Energy Reduction."
• Felt there is a need to acknowledge Public Works staffing levels are half of
what they were in 1985 due to Water/Utility Department becoming part of
the City.
• Preference to remove the wording of "outsource this function" regarding
Municipal Sewer Departments on page 41 (Key Performance Indicators)
• Suggestion to use the wording "evaluation system" instead of "grading
system" under New Initiatives (Standards by which to Maintain
Infrastructure)
• Expressed that traffic is always an issue when it come to new
developments and economic development.
• Preference to use the language "keeping community character in tact
where appFoprion page 46, second paragraph (Livable Level of
Traffic).
• Suggestion to use the language "Pursue Explore continued City
participation..." last bullet on page 45 (2010 Water Supply Sources).
• Preference to include conservation goals.

Financial Sustainability and Public Safety
City Council/Director Comments:
• Preference to include the following items to the Key Performance Indictors
— Public Safety on page 53: traffic enforcement index, number of calls per
service deputy, response time for emergency and non -emergency calls,
preventative patrol time and number of deputies per 1000 resident.
• Need ways of measuring appropriate level of law enforcement within the
community.
• Suggestion to use the language V employees(excluding water/sewer
operation) per capita..." on page 53 (Key Performance Indicators).
• Suggestion to include "Increase and Decrease in Property Tax" as a Key
Indicator under Financial Sustainability on page 53.
• Preference to list San Juan Capistrano first on the List -Sized Contract City
Comparisons, then list the remaining cities from best to worst on page 58.
• Preference to include V of Consultants dollars per capita" as a Key
Indicator under Financial Sustainability on page 53.
• Suggestion to include the percentage of city work that is outsourced.
• Suggestion to use a dollar metric with employee and consultant numbers
for comparison with other cities.
• Suggestion to use a ratio metric with employee and consultant numbers
for comparison with other cities.
• Preference to reword the sentence regarding the City's School Truancy
Rate on page 60.
Diversity
City Council/Director Comments:
• Suggestion to clarify Ethnicities percentage and numbers under the U.S.
Census Bureau Table on page 66.
• Suggestion to include an income category over $200,000 on the U.S.
Census Bureau Table on page 66.
• Preference to remove the word "Social" and use "Community" on page 65
(Key Performance Indicators— item 1b).

City Council Mayor Uso adjourned the City Council meeting at 3:08 p.m. to June 9,
2010, at 2:00 p.m. for a Joint City Council/Community Redevelopment Agency — Budget
Workshop; and then to Tuesday, June 15, 2010, at 3:00 p.m. for a Adjourned Regular
Meeting (Budget); and then to the Regular Meeting of Tuesday, June 15, 2010, at 5:30
p.m. for Closed Session and 6:30 p.m. for the public Business Session in the City
Council Chamber.

Community Redevelopment Agency: Chair Freese adjourned the Community
Redevelopment Agency meeting at 3:08 p.m. to June 9, 2010, at 2:00 p.m. for a Joint
City Council/Community Redevelopment Agency — Budget Workshop; and then to
Tuesday, June 15, 2010, at 3:00 p.m. for a Adjourned Regular Meeting (Budget); and
