BUSINESS SESSION
Chair Freese called the Regular Meeting of the Community Redevelopment Agency
Board of Directors to order at 10:44 p.m.
DIRECTORS PRESENT: Tom Hribar, Dr. Londres Uso, Mark Nielsen,
Vice -Chairman Sam Allevato and Chair Laura Freese.
Agenda items are presented in the originally agendized format for the benefit of the
minutes' reader, but were not necessarily heard in that order.
CONSENT CALENDAR
Board Action: Moved by Director Uso, seconded by Vice -Chairman Allevato and carried
unanimously to approve items 1 through 5 as recommended by staff.

REGULAR MEETING OF MARCH 16, 2010, APPROVED
2. ACCOUNTS PAYABLE WARRANTS DATED JANUARY 28, 2010 IN THE
TOTAL AMOUNT OF $5,031,107.64, FEBRUARY 11, 2010 IN THE TOTAL.
AMOUNT OF $25,252.08, FEBRUARY 25, 2010 IN THE TOTAL AMOUNT OF
$785,644.88, MARCH 11, 2010 IN THE TOTAL AMOUNT OF $1,362,225.35,.

BOARD ACTIONS:
1, FORMAL SOLICITATION PROCEEDINGS . APPROVED FOR THE
DISPOSITION AND DEVELOPMENT OF LOWER ROSAN RANCH (420.10)
Douglas Dumhart, Economic Development Manager, provided a power point
presentation and responded to questions.
Public Comment:
■ Ken Steelman, Home Depot Representative, expressed interest in submitting
a proposal to bring Home Depot to the Lower Rosan site and responded to
questions from Council
■ David Pinto, Lincoln Property Company Representative, provided information
on the company.
■ Steve Bemerward, City resident, expressed concern with proposed uses on
Lower Rosan; preferred a use with less noise, Eight and impact to neighboring
residents and responded to questions from Council.
■ Jeff Holbrook, West Coast Development Representative, provided information
on the company.
Board Comment:
■ Preference for a formal solicitation proceeding.
■ Suggested to consider Home Depot with a mix use.
■ Home Depot has a challenging history and may need to go back to the voters.
■. Suggested that Counci[ not limit themselves and look at all development
options.
■ Preference for Lower Rosan site not to become another housing project.
■ Maybe worth looking into Home Depot if they can provide an approach similar
to Costco
■ Preference for the site to have a commercial development instead of a
housing development.
■ Preference to not go forward with Home Depot.
■ Expressed concern with the length of time to conduct a formal solicitation
process.
■ Preference for West Coast Development's unsolicited proposal.
■ Suggested to have RV storage or another temporary use during a solicitation
process to generate revenue.
■ Expressed concern with using West Coast Development's unsolicited
proposal; may not provide the ideal development for the site.
■ Expressed concern in costs associate in creating interim uses.
■ Suggested to continue considering unsolicited proposals parallel to the formal
process.
■ Preference for appropriate high-end retail for the site.
■ Consensus to form an Ad-hoc Committee with Vice -Chair Allevato and
Director Uso to review the option for Home Depot at the site.

Board Action: moved by Vice -Chairman Allevato, seconded by Director Uso and
carried 3-2 with Director Hribar and Chair Freese opposed to approve a formal
solicitation process.
