BUSINESS SESSION
Chair Freese called the Special Meeting of the Community Redevelopment Agency
Board of Directors to order at 7:16 p.m.
DIRECTORS PRESENT: Mark Nielsen, Tom Hribar, Dr. Londres Uso,
Vice -Chairman Sam Allevato and Chair Laura Freese.
DIRECTORS ABSENT: None
Agenda items are presented in the originally agendized format for the benefit of the
minutes' reader, but were no necessarily heard in that order.
CONSENT CALENDAR
Board Action: Moved by Director Nielsen, seconded by Director Hribar, and carried
unanimously to approve items 1 through 3 as recommended by staff.

OF DECEMBER 15, 2009, APPROVED.
2. COMMUNITY REDEVELOPMENT AGENCY MINUTES — REGULAR MEETING
OF JANUARY 5, 2010, APPROVED. (DIRECTOR USO ABSTAINED)
3. COMMUNITY REDEVELOPMENT AGENCY MINUTES —
ADJOURNED REGULAR MEETING OF DECEMBER 10, 2009,
(LONG TERM VISION/STRATEGIC PLAN, APPROVED.

PUBLIC HEARINGS:
1. CRA RESOLUTION NO. 10-01-19-01 ADOPTED APPROVING THE 2010-2014
FIVE-YEAR IMPLEMENTATION PLAN FOR THE CENTRAL
REDEVELOPMENT PROJECT AREA (400.60)
Douglas D. Dumhart, Economic Development Manager, provided a staff report
and responded to questions.
Chair Freese opened the public hearing and invited testimony.

Public Testimony:
Tony Brown, City resident, suggested that the Board reassess their position
on affordable housing; felt that the project area map was too broad concept;
and blight is only in the downtown area.
Chair Freese closed the public hearing.
Director Comments:
■ Plan should reference the tax Increment revenue for the proposed
Continuing Life Communities (CLC) project.
■ Page 11, Section 4 should be revised to say "16" years not "18" years
remaining to implement redevelopment activities.
■ Board members expressed interest in renegotiating the Kinoshita and F&M
notes.
■ Preference for revising reference of Groves project from "30±" to "25±" units.
= Preference in adding to page 13, under Goal and Objectives, first paragraph:
the primary focus of the Agency has been the implementation of vital public
improvement projects and "the elimination of blight".
■ Preference in amending Table 1 on page 4 — adding "Hotel recruitment and
Downtown Redevelopment" under Business Recruitment/Economic
Development Program.
■ Preference to add "Library` to Economic Development Programs.
■ Redevelopment Agency should not consider purchasing soccer fields or
open space; instead it should focus on blight.
■ Community is short of soccer fields; need to provide recreational opportunities
for the youth and shortage of soccer field is blight.
■ Redevelopment Agencies in the past have received a bad name due to
eminent domain issues and not over open space.
Board Action: Moved by Vice Chair Allevato, seconded by Director Hribar, and
carried, unanimously to adopt CRA Resolution No. 10-01-19-01 entitled, "A
RESOLUTION OF THE SAN JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY ADOPTING THE 2010-2014 IMPLEMENTATION
PLAN FOR THE SAN JUAN CAPISTRANO REDEVELOPMENT PROJECT
AREA"; with the following changes:
• Adding reference to the proposed Continuing Life Communities
(CLC) project to the pian on page 26.
• Page 11, Section 4 revised to say °16" years not "18" years
remaining to implement redevelopment activities.
• Adding to page 13, under Goal and Objectives, first paragraph:
the primary focus of the Agency has been the implementation of
vital public improvement projects and "the elimination of blight."
• Amending Table 1 on page 4 — adding "Hotel recruitment
and Downtown Redevelopment and Libraty" under
Business Recruitment/Economic Development Program.

BOARD ACTIONS:
1. EXCLUSIVE NEGOTIATING AND RIGHT OF ENTRY AGREEMENT WITH
COSTCO WHOLESALE CORPORATION, EXPIRED; AND STAFF
AUTHORIZED TO SOLICIT OTHER DEVELOPMENT INTEREST FOR THE
LOWER ROSAN RANCH PROPERTY (600.40)
Written Correspondence:
• E. Bloom, City resident, submitted a letter on January 15, 2010, expressing
concerns with any type of lousiness for the area due to traffic and for the well
being of the neighboring residents.
Douglas D. Dumhart, Economic Development Manager, provided a staff report.
Board Action: Moved by Vice Chair Allevato, seconded by Director Nielsen, and
carried unanimously to find the Exclusive Negotiating and Right of Entry
Agreement with Costco Wholesale Corporation expired; and staff authorized to
solicit other development interests for the Lower Rosan Ranch property.
ADJOURNMENT:
There being no further business, Chair Freese adjourned the meeting at 7:55 p.m. to
Tuesday, February 2, 2010 at 5:30 p.m. for Closed Session, and 6:30 p.m. for the public
Business Session, in the City Council Chamber.
