Chairman Nielsen called the Regular Meeting of the Community Redevelopment
Agency Board of Directors to order at 9:52 p.m.
ROLL CALL
DIRECTORS PRESENT: Sam Allevato, Joe Soto, Dr. Londres Uso, Vice Chairman
Tom Hribar, and Chairman Mark Nielsen
DIRECTORS ABSENT: None
ANNOUNCEMENT OF CLOSED SESSION ACTIONS - None
CONSENT CALENDAR
Board Action: Moved by Director Soto, seconded by Chairman Nielsen, and carried
unanimously, 5-0, to approve items 1 and 2 as recommended by staff.
1. MINUTES OF THE REGULAR MEETING OF AUGUST 8 2008 - COMMUNITY
REDEVELOPMENT AGENCY, APPROVED AS SUBMITTED
2. ACCOUNTS PAYABLE WARRANTS DATED JULY 31, 2008 IN THE TOTAL
AMOUNT OF $32,407.31 RECEIVED AND FILED (300.30)
PUBLIC HEARINGS: None
BOARD ACTIONS:
1. LITTLE HOLLYWOOD AFFORDABLE HOUSING PROJECT — PHASE II:
PLANS AND SPECIFICATIONS APPROVED; AND STAFF AUTHORIZED TO
SOLICIT BIDS CITY COUNCIL PRIORITY NO. 6A & 7A(600.40)

Douglas Dumhart, Economic Development Manager, summarized the staff --
report, recommending Board action approve the final plans and specifications
without landscape improvements in the Moulton Niguel Water District and
Orange County Flood Control District easements; and authorize staff to solicit
bids.
Public Comment:
• Joanne Marquez, city resident, spoke in support for the Paseo Adelanto
extension.
• John Taylor, city resident, spoke against the Paseo Adelanto extension
• Dave Davidson, city resident, spoke against the Paseo Adelanto
extension.
• David Fitts, city resident, spoke against the Paseo Adelanto extension and
in favor of looking into a bridge instead.
• Allan Niccola, city resident, spoke against the Paseo Adelanto extension.
• Bill Hardy, city resident, Spoke in favor of the Little Hollywood Phase II,
and in opposition to the Paseo Adelanto extension.
Board of Directors discussion included:
• Looking into a bridge instead of the Paseo Adelanto Extension
• Cost of re -designing the project and the use of bond money.
• Keeping the equestrian trail and landscape improvements over the -
Moulton Niguel Water District and Orange County Flood Control District.
Board Action: Moved by Director Uso, seconded by Director Soto, and carried
4-1 with Vice -Chair Hribar opposed to approve the final plans and specifications
for Little Hollywood Affordable Housing Project Phase II with equestrian trail, and
landscape improvements over the Moulton Niguel Water District and Orange
County Flood Control District, and authorized the solicitation of bids.

public Business Session in the City Council Chamber.
