The Adjourned Regular Meeting of the Board of Directors of the Capistrano Valley Water
District was called to order by Chairman Jones, at 8:46 p.m. in the City Council Chamber.

PUBLIC HEARINGS
1. ADOPTION OF RESOLUTION APPROVING WATER RATE INCREASE
EFFECTIVE DECEMBER 17. 1999 - DOMESTIC WATER MASTER PLAN

Written Communications:
1. Report dated November 16, 1999, from the Administrative Services Director,
advising that the Domestic Water Master Plan, which examined the current
water system, evaluated facilities needed to address growth within the District,
and set forth improvements and replacements to the existing system over the
next 22 years, had been approved by the Board of Directors on July 6, 1999.
In conjunction with the Domestic Water Master Plan, a financing report
identifying alternatives for funding the recommended improvements had been
prepared. A 1 % annual increase over the next 22 years was necessary to fund
the improvement projects.
2. Letter dated October 19, 1999, from Robert Dilday, 31352 Via Santa Maria,
protesting the increase in the cost of water.

3. E-mail correspondence dated October 8, 1999, from Sy Weiner, protesting the
Domestic Water Master Plan.
4. Letter dated November 16, 1999, from Norman B. Gorenberg, 25702 Shell
Drive, Dana Point, objecting to the rate increase described in the Domestic
Water Master Plan.
5. Cover letter dated November 11, 1999, from Dawn O'Brien, Property Director of
Capistrano Pointe Apartments, forwarding petitions from 50 residents opposing
the rate increase.
Cynthia Russell, Administrative Services Director, made an oral presentation.
Public Heari_na :
Notice having been given as required by law, Chairman Jones opened the Public
Hearing and there being no response, the Hearing was declared closed.
Adoption of Resolution:
It was moved by Director Campbell and seconded by Director Greiner that the following
Resolution approving the proposed 1% annual water rate increase over the next 22
years effective December 17, 1999, be adopted:

SCHEDULE OF RATES AND CHARGES, EFFECTIVE DECEMBER 17,
1999 - A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CAPISTRANO VALLEY WATER DISTRICT, REVISING THE
SCHEDULE OF RATES AND CHARGES FOR INCREASES TO THE
COMMODITY (USER) AND SERVICE CHARGES TO IMPLEMENT THE
DOMESTIC WATER MASTER PLAN
