The Adjourned Regular Meeting of the Board of Directors of the Capistrano Valley Water
District was called to order by Chairman Hart at 9:05 p.m. in the City Council Chamber.

CONSENT CALENDAR
It was moved by Director Greiner, seconded by Director Bathgate, that the staff
recommendations be accepted for the following items listed on the Consent Calendar. The
motion carried by the following vote:
AYES: Directors Bathgate, Greiner, Campbell, and Chairman Hart
NOES: None
ABSENT: Director Swerdlin
APPROVAL_ OF MINUTES
The Minutes of the Adjourned Regular Meeting of February 15, 2000, and Special
Meeting of February 25, 2000, were approved as submitted.
2. AWARD OF CONTRACT FOR THE NORTH OPEN SPACE WELL PUMP
HOUSING AND FACILITIES CONSTRUCTION (NORMAN A. OLSSON
CONSTRUCTION INC,) (CONTINUED FROM MARCH 7, 2000) (600.70)
As set forth in the Report dated March 21, 2000, from the Public Works Director, the
contract for construction of the North Open Space Well Pump Station and Chlorination

Facilities was awarded to Norman A. Olsson Construction in the amount of
$639,723.The Chairman was authorized to sign the contract on behalf of the District.
Director Swerdlin arrived at 9:06 p.m.
ORDINANCES
ADOPTION OF ORDINANCE ESTABLISHING MANDATORY NON -POTABLE
WATER USE (1050.30)
Written Communications:
Report dated March 21, 2000, from the Clerk of the Board, advising that the Ordinance
was introduced at the meeting of March 7, 2000, and was scheduled for adoption.
Adoption of Ordinance:
The Clerk of the Board read the title of the Ordinance next in order. Further reading of
all Ordinances had been waived earlier in the meeting. It was moved by Director
Campbell, seconded by Director Greiner, that the following Ordinance be adopted:
ORDINANCE NO. 11 ESTABLISHING MANDATORY NON -POTABLE
WATER USE - AN ORDINANCE OF THE CAPISTRANO VALLEY
WATER DISTRICT, ESTABLISHING MANDATORY NON -POTABLE
WATER USE
The motion carried by the following vote:

and Chairman Hart

ADJOURNMENT
There being no further business before the Board, the meeting was adjourned at 9:07 p.m., to
the next regular meeting date of Tuesday, April 4, 2000 p.m at 5:30 p.m., in the City Council
Chamber.
