SAN JUAN CAPISTRANO PUBLIC FINANCING AUTHORITY
BOARD OF DIRECTORS
Chairman Bathgate called the Regular Meeting of the Board of Directors of the San Juan
Capistrano Public Financing Authority to order at 8:41 p.m. in the City Council Chamber.
ROLL CALL
BOARD MEMBERS PRESENT: Wyatt Hart, Collene Campbell, David M. Swerdlin, Vice
Chairman John S. Gelff and Chairman Diane Bathgate
BOARD MEMBERS ABSENT: None
STAFF PRESENT: George Scarborough, City Manager; Julia Silva, Assistant City
Manager; Omar Sandoval, Legal Counsel; Meg Monahan, Secretary; Cynthia L. Russell,
Executive Director & 'Finance Director; William M. Huber, Engineering and Building; William
A. Ramsey, Principal Planner; Director; Al King, Jr., Community Services Director; Lt. Rick
Stahr, Chief of Police Services; and, Dawn Schanderl, Deputy City Clerk.
CONSENT CALENDAR
Board Action: Moved by Director Swerdlin, seconded by Director Campbell and carried
unanimously, 5-0, to approve items 1 and 2 as recommended by Staff.

EXECUTIVE DIRECTOR OF THE AUTHORITY" (355.50)
