SAN JUAN CAPISTRANO CITY COUNCIL
ADJOURNED REGULAR MEETING
Mayor Uso called the Adjourned Regular Meeting of the City Council of the
City of San Juan Capistrano to order at 1:48 p.m. in the City Council Chamber.
Congressman Ken Calvert led the Pledge of Allegiance.
Mayor Uso welcomed Congressman Ken Calvert and thanked him for taking the time to
come to the City.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Council Member Allevato (arrived at 2:30 p.m.),
Tom Hribar, Mayor pro tem Freese and Mayor Uso.
COUNCIL MEMBERS ABSENT: Council Member Nielsen
ORAL COMMUNICATIONS:
■ Tony Brown, City resident, thanked Congressman Calvert for his support on
illegal immigration issues; spoke in favor of the e -verify program; and inquired
about two immigrations bills that will be up for consideration.
■ Bob Holtzclaw, Lake Forest resident, spoke regarding day laborer site issues;
and school districts overloaded with illegal immigrants.
■ Cheryl Burns, Laguna Niguel resident, concerned with H1b visa -workers; illegal
immigration issues; and the need to maintain an American education standard.
■ Kim Lefner, City resident, thanked Congressman Calvert for supporting
legislation that supports immigration laws; and asked to communicate to state
legislators that cities are not content with the impacts created by illegal
immigration.
■ Kim McCarthy, City resident, spoke regarding illegal immigration issues; and felt
that all social programs and grants should be discontinued.
■ Patrick Crowley, City resident, spoke regarding the importance of the e -verify
program; and requested that Immigration and Customs Enforcement (ICE) come
to San Juan Capistrano.
■ Ian Smith, City resident, spoke regarding immigration laws, and the need to find
a compromising solution.
DISCUSSION ITEM:
1. MEETING HELD WITH CONGRESSMAN KEN CALVERT REGARDING 2010
LEGISLATIVE PRIORITIES (660.40)
Council Correspondence:
■ Mark Nielsen, City Council Member, submitted a letter received
--, February 16, 2010. Maria Morris, City Clerk read the letter into the record,
requesting assistance for the groundwater recovery plant, funding for habitat
restoration; and funds for trails connections.

Staff Presentations:
■ Nasser Abbaszadeh, Public Works Director, requested funding support for
the San Juan Creek Road Widening, Valle Road to Camino Capistrano;
and provided an update on the Ortega Highway/1-5 Interchange project.
■ West Curry, Assistant Utilities Director, requested funding support for the
San Juan Capistrano Ground Water Recovery Plant Expansion and
Regional Domestic Distribution Facility; and the Recycled Water Distribution
System.
■ Douglas Dumhart, Economic Development Manager, requested support for
the San Juan Capistrano Regional Library Expansion and Modernization.
■ Council Member Allevato gave an update on the Foothill Transportation
Corridor Southerly extension.
Council Comment:
■ The City has never discouraged Customs Enforcement (ICE) to come to
San Juan Capistrano.
■ Need assistance with MtBE issues.
■ Immigration laws need to be clarified and enforced.
■ Concerns with non -citizens registering to vote.
■ Traffic concerns, need assistance with the Foothill Transportation Corridor
extension.
■ Need assistance for Regional Library renovation which is greatly used by
the community.
Congressman Calvert's Comments:
■ Need to mandate. E -verify throughout the United States; have a provision
not to allow benefit programs for illegal residents; and discuss provisions
for guest labor/agricultural permits.
■ Continues to support the Foothill Transportation Corridor extension.
■ Working on a transportation Bill and will make sure that Council's priorities
are meet.
■ Advocate for reclamation water projects, and will work on providing
resources.
Will look into getting funds for the Regional Library renovation, but at this
time is difficult to fund; public safety, infrastructure and water projects are
taking priority.
ADJOURNMENT:
There being no further business, Mayor Uso adjourned the meeting at 2:57 p.m. to
3:00 p.m. for Closed Session, and 4:30 p.m. for the Public Business. Session,
in the City Council Chamber.
