10-0127_CC_Minutes_Adjourned Regular MeetingMINUTES January 27, 2010 Long Term Vision/Strategic Plan Workshop SAN JUAN CAPISTRANO CITY COUNCIL COMMUNITY REDEVELOPMENT AGENCY Mayor Uso called the Adjourned Regular Joint Meeting of the San Juan Capistrano City Council and Community Redevelopment Agency to order at 3:04 p.m. in the City Council Chamber. ROLL CALL COUNCIL MEMBERS & COMMUNITY REDEVELOPMENT AGENCY PRESENT: Tom Hribar, Mark Nielsen, Mayor pro tem Laura Freese and Mayor Dr. Londres Uso. COUNCIL MEMBERS ABSENTfCOMMUNITY REDEVELOPMENT AGENCY: Sam Allevato (arrived at 4:46 p.m.) PLEDGE OF ALLEGIANCE: Council Member Hribar led the Pledge of Allegiance DISCUSSION ITEM C1. STRATEGIC ISSUES ACTION PLAN REVIEWED FOR LAND USE, ECONOMIC DEVELOPMENT, OPEN SPACE, BUILDING STANDARDS, DOWNTOWN, LOS RIOS AND MISSION STRATEGIES; AND FINAL COMMUNITY VALUES STATEMENT, APPROVED (400.40) Steve Montano Assistant Administrative Services Director presented a power point presentation. Bret Caulder, Building/Code Enforcement Manager, and Grant Taylor, Assistant Community Development Director, provided a presentation on Land Use, Economic Development, Open Space and Building Standards Strategies. Bill Ramsey, Principal Planner, and Teri Delcamp, Historic Preservation Manager provided a presentation on Downtown, Los Rios and Mission Strategies. Land Use, Economic Development, Open Space, Building Standards Action Plan Strategy 1: Enhance the Downtown and New Development within the City. City Council Comments: • Work described within Strategy 1 tactics appear to be similar to scope of work within the upcoming Downtown Master Plan. • Expressed a need to avoid redundancy with work and budget against other projects. 1 1-27-2010 • Develop an overlay parking plan specifically applied to the core downtown area as a tactic separate from the master parking plan and other development throughout the City. • Preference in making the downtown core more pedestrian friendly as a specific tactic. • Preference to enhance and redevelop the downtown to become a destination. Strategy 2: Identify Open Space Role & Balance Consistency with Equestrian Center. City Council Comments: • Within Strategy 2, the Mission, Values and Vision statement include "...long-term preservation adding enhancement..." • Tactic 2-4 revenue should reflect higher revenue of $100,000 up to $200,000. • Preference in adding Tactic 2-7 "Need to have completed of overall open space master plan with targeted and balanced uses." • Strategies need to include implementation. • In Tactic 2-5 add "...archerylcar shows etc.1" • Preference to have the ability to have productive open space uses while still preserving and enhancing. Strategy 3: Land Use Policies to Enhance Economic Development. City Council Comments: • Tactic 3-2 revenue should be expected beyond $500,000 a year. • Should have strategy that brings $1-2 million a year of revenue from Transient Occupancy Tax (TOT) • Set a long term revenue objective that is a reach of what the City needs to achieve. • Suggested a need to calculate out the long term financial pro forma to show that the City can be healthy based on the revenue projects in the Long Term Vision Plan. • Set revenue projections as a target of what the City needs to achieve. • Tactic 3-1 revenue should be a minimum of $300,000 per year. • Does not favor the current revenue and expenditure amounts. • Preference to change Tactic 3-1 revenue to $400,000; change Tactic 3-2 to $1.5 million and 3-3 should have a target revenue. • Staff needs to re-examine revenue amounts. • Tactics 3-3 and 3-4 will not have revenue amounts. • For consistency, all tactics should be total revenue oppose to per unit basis for both revenue and expenditures. • Tactics 3-3 and 3-4 may be able to use a percentage as a measurement. • Preference in adding "...commercial enhancement and zoning which enhances our communit 's historical and rural character..." to Tactic 3-3. • Preference in adding "...blighted advertising or signage that detracts from our character" to Tactic 3-4. • Tactics should reflect the maintenance of the community's character. 2 1-27--2010 Strategy 4: Develop Regulation Strategy and Development. City Council Comment: • Preference for Tactics 4-2 and 4-3 to be highlighted, indicating they are a priority. • Correction to Tactic 4-1 to include "...commercial development and aesthetic goals of the City." • Correction to Tactic 4-6 to include "...expanded beyond Los Rias District and onIV historic structures." Public Comment • Kate Roberts, City resident, expressed concerns with revenue and expenditure amounts and felt Strategy 2 is revenue centric. Strengthening the Downtown, Los Rios, Mission Action Team Strategy 1: Reinforce the vision of the downtown, Los Rios and the Mission as interconnected historic, residential and commercial components of the City Center. City Council Comment • Preference to have Tactics 1-1, 1-2e, 1-3, 1-4 and 1-7 to be highlighted, indicating they are a priority. • Recommended to include a list of suggested architects under Tactic 1-3. • Need to be judicious in selecting tactics for priorities. • Preference to keep 1-1 as 1-1. • Branding San Juan Capistrano is a priority. • Tactic 1-7 will need to be a priority in order to brand the City. • Keep a sense. of urgency and reality when setting priorities. • Some Tactics may present opportunities prior to the projected timing. • Expand Tactic 1-2a to include the Los Rios and Mission area; do not want to restrict this tactic. • Preference for Tactic 1-6 to reflect as pedestrian orientated and outdoor dining on Ortega Highway along the south side in front of Mission as oppose to facilitating pedestrian -oriented transition area between the Mission Promenade parking lot and Camion Capistrano. • Strategy 1 should include: Creating a better pedestrian flow and linkage among Los Rios, the Mission and Historic Downtown; improve the utilization and aesthetics of the Train Station; and fully implement the Los Rios Specific Plan. • Suggestion to break -down Tactic 1-4 to propose the conversion of the existing parking structure to a publicly maintained facility; and to pursue the parking structure expansion. • Suggestion to not specify particular properties in Tactic 1-9. • Preference to add the Pacific Bell properties to Tactic 1-5. • The upcoming Downtown Master Plan may change some of the specifics within the tactics. • Concurrence with separating Tactic 1-4. 3 1-27-2010 Strategy 2: Encourage high quality revitalization, enhance mobility and develop a connectivity of pedestrian and programmable spaces in the greater downtown area to sustain it as the primary cultural, civic and retail center of the City. City Council Comment: • Preference to have Tactics 2-5b, 2-8 and 2-12 highlighted, indicating they are a priority. • Concurrence to re -write Tactic 2-11 to state "Implement a Verdugo Street Enhancement Project consistent with the new Urban Design Plan." • Tactic 2-11 should have a timing of Fiscal Year 11-12. • Preference to add "Consider abandon/transfer the excess..." to Tactic 2- 13. • Preference to have Tactics 2-4, 2-5a and 2-5c highlighted, indicating they are a priority. Strategy 3: Designate, preserve, protect, enhance, and perpetuate the historic structures of the Mission and cooperatively develop and promote the Mission as a destination for tourism, culture, and entertainment. City Council Comment: • Within Strategy 3, the Mission, Values and Vision statement include "as a partner." • Preference to add "...tourist/school busses, corporate and special events to move..." to Tactic 3-2. ........ • City's responsibility to leverage the Mission and all the resources for the benefit of the downtown and businesses. Strategy 4: Preserve, maintain and respect the balance of the residential and commercial activity of the Los Rios District while accommodating mobility, safety, and access for the widest range of users. City Council Comment: • Preference to have a train platform on the west side to encourage visitors to Los Rios. • Preference to look into prior studies regarding River Street access. • Favored having satellite visitor centers at various entry locations within the City. • City owned property next to Pedro's Tacos would be an ideal location for a visitor's center. • Preference to have second phase of Los Rios Park added as a tactic. Strategy 5: Develop a hierarchy of pedestrian spaces and create a fine grained, interconnected pedestrian circulation system that is accessible, walkable, and pleasing to the eye, and uniquely identifiable. 4 1-27-2010 City Council Comment: • Tactic 5-2 should read a Bicycle and Equestrian Plan removing "bicycle and equestrian access opportunities." • Preference to have Tactics 5-2 and 5-4 highlighted, indicating they are a priority. • Tactic 5-4 should have a timing of Short Term Fiscal Year 10-11. • Preference to explore option to have City Hal[ in downtown area. • Preference not to have City Hall located in downtown area. Public Comment • Kate Roberts, City Resident, expressed concerns that no revenue is identified within Strategy 2; and noticed missing within the document ark in public places and improving the train station. Conclusion and Closing Comments City Council Comment: • There is a need to leverage and improve the train station. Council Action: Moved by Council Member Nielsen, seconded by Council Member Hribar, and carried unanimously to approve the Final Community Values Statement; and to correct bullet 4 of the detailed statements: "...treatment of all Gtlzens residents which..." ADJOURNMENT Mayor Uso adjourned the City Council and Community Redevelopment Agency meeting at 5:08 p.m. to Thursday, January 28, 2010 at 6:00 p.m. for a Special Meeting; and then to Tuesday, February 2, 2010 at 5:30 p.m. for Closed Session, and 6:30 p.m., for the public Business Session, in the City Council Chamber.
