CITY COUNCIL & COMMUNITY REDEVELOPMENT AGENCY
Mayor Nielsen called the Special Joint Meeting of the San Juan Capistrano City Council
and Community Redevelopment Agency order at 4:05 p.m. in the City Council
Chamber.
ROLL CALL
COUNCIL MEMBERS/D1RECTORS PRESENT: Sam Allevato, Tom Hribar,
Laura Freese, Mayor pro tem Dr. Londres Uso and Mayor Mark Nielsen
COUNCIL MEMBERS/DIRECTORS ABSENT: None
ORAL COMMUNICATIONS: City Council and Community Redevelopment Agency:
None
PUBLIC HEARINGS:
1. RESOLUTION 09-06-16-01 ADOPTED APPROVING THE FISCAL YEAR
2009110 OPERATING BUDGET (330.20)
Steve Montano, Assistant Administrative Services Director, and Cindy Russell,
Assistant City Manager, provided a staff report and responded to questions.
Mayor Nielsen opened the public hearing and invited testimony.
Public Comment:
Jean Vincenzi, Friends of the Library, spoke to encourage consideration of
the Library while making budget decisions.
Mayor Nielsen closed the public hearing.
Council Comments:
W Desire to reinstate funds for training.
Council Action: Moved by Council Member Hribar, seconded by Council Member
Freese, and carried unanimously to adopt Resolution 09-06-16-01 entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA ADOPTING THE FISCAL YEAR 2009/2010
OPERATING BUDGET AND AUTHORIZING EXPENDITURES AND
APPROPRIATIONS RELATED THERETO"; with $46,000 reinstated for training
purposes citywide; and $8,900 to the City's Manager's Economic Development
Division.

2. RESOLUTION NO. 09-06-16-02 ADOPTED APPROVING THE 2009-2016 CITY
SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM (330.40)
Doug Miller, Senior Financial Analyst provided a staff report and responded to
questions.
Mayor Nielsen opened the public hearing and invited testimony. No public
testimony was provided. Mayor Nielsen closed the public hearing.
Council Action: Moved by Council Member Allevato, seconded by Mayor pro tem
Uso, and carried unanimously to adopt Resolution 09-06-16-02 entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN
CAPISTRANO, CALIFORNIA ADOPTING APPROPRIATIONS AND
AUTHORIZING EXPENDITURES RELATED TO THE 2009-2016 CITY SEVEN-
YEAR CAPITAL IMPROVEMENT PROGRAM".
3. RESOLUTION NO. CRA 09-06-16-01 ADOPTED APPROVING THE FISCAL
YEAR 2008-09 COMMUNITY REDEVELOPMENT BUDGET (330.70)
Cindy Russell, Assistant City Manager, provided a staff report and responded to
questions.
Chairman Hribar opened the public hearing and invited testimony. No public
testimony was provided. Chairman Hribar closed the public hearing.
Board Action: Moved by Director Uso, seconded by Director Nielsen, and carried
unanimously to adopt CRA Resolution 09-06-1601 entitled "A RESOLUTION
OF THE BOARD OF DIRECTORS OF THE SAN JUAN CAPISTRANO
COMMUNITY REDEVELOPMENT AGENCY ADOPTING THE FISCAL YEAR
2009/2010 BUDGET AND AUTHORIZING EXPENDITURES AND
APPROPRIATIONS RELATED THERETO".

There being no further business, Mayor Nielsen adjourned the meeting at 4:56 p.m. to
the Special Meeting of Tuesday, June 16, 2009, at 5:00 p.m. for
Closed Session, and then to the June 16, 2009, 5:30 p.m. Closed Session, and
6:30 p.m. for the Public Business Session in the City Council Chamber.
