13-0903_CC_Minutes_Special MeetingMINUTES SEPTEMBER 3, 2013 SAN JUAN CAPISTRANO CITY COUNCIL SPECIAL MEETING Mayor Taylor called the Special Meeting of the San Juan Capistrano City Council to order at 4:11 p.m. in the City Council Chamber. ROLL CALL: COUNCIL MEMBERS PRESENT: Roy L. Byrnes, M.D., Derek Reeve, Larry Kramer, Mayor pro tem Sam Allevato and Mayor John Taylor COUNCIL MEMBERS ABSENT: None. ORAL COMMUNICATIONS: None. DISCUSSION ITEM: C1. CONSIDERATION OF 2008-2014 HOUSING ELEMENT STATUS, TASKS TO COMPLETE THE 2008-2014 HOUSING ELEMENT OBJECTIVES, AND REVIEW 2014-2021 HOUSING ELEMENT QUANTITATIVE GOALS (440.20) Nelson Miller, Interim Development Services Director, provided a PowerPoint presentation and responded to questions. Public Comments: Jim Reardon, City resident; and Ernie Rivas, JH Real Estate Partners. Council Action: Moved by Council Member Kramer, seconded by Council Member Byrnes, and carried 4-1 with Council Member Reeve opposed to 1) direct staff to proceed with a General Plan Amendment (GPA 10-003) and Rezone of the southernmost portion of APN: 121-050-21 (The Groves at Williams Ranch) from Office Research Park to Affordable Family 1 Senior Housing, 2) direct staff to discuss potential Rezone with the property owner and initiation of a General Plan Amendment from Planned Community (PC) Comprehensive Development Plan (CDP) 81-1 designation of Public and Institutional and Recreational Open Space to (PC/CDP 81-1) designation of Affordable Family / Senior Housing and Recreational Open Space, for the Las Ramblas site or other alternative sites that will accommodate the remaining Regional Housing Needs Allocation of 188 low income units; 3) direct staff to initiate the preparation of a General Plan Amendment and draft Ordinance to rename and modify the Affordable Family 1 Senior Housing Designation to increase the density from 25 to 30 Dwelling Units 1 Acre; 4) direct staff to initiate the preparation of a draft Ordinance with new Density Bonus Program regulations which meet Senate Bill 1818 regulations; 5) direct staff to discuss potential Rezone with the property owner and initiation of a General Plan Amendment for portion of Ventanas site from Planned Community (PCICDP 78-01) to Affordable Family I Senior Housing, or other sites the City Council deems appropriate; and 6) authorize the City Manager to contract with Moore lacofano Goltsman, Inc. (MIG) under the City's Master Consultant Agreement to assist City staff with completion of the 2014- 2021 Housing Element of the General Plan in an amount not to exceed $15,000, subject to the approval of the First Amendment to the Personal Services Agreement. 9/3/2013 ADJOURNMENT: Mayor Taylor adjourned the meeting at 5:32 p.m. Tuesday, September 3, 2013, at 6:OQ,p.m. for a public Business Session in the City Council Chamber.
