ADJOURNED REGULAR MEETING
BUSINESS SESSION:
Mayor Ferguson called the Adjourned Regular Meeting of the City Council of the
City of San Juan Capistrano to order at 4:05 p .m. in the City Council Chamber.
Mayor Ferguson led the Pledge of Allegiance .
ROLL CALL
COUNCIL MEMBERS PRESENT: Mayor Kerry K. Ferguson, Mayor Pro Tern
Sergio Farias, and Council Members Derek Reeve , Pam Patterson and
Brian L. Maryott.
COUNCIL MEMBERS ABSENT: None.
Agenda items are presented in the originally agendized format for the benefit of the
minutes' reader , but were not necessarily heard in that order.
ORAL COMMUNICATIONS:
• Public Comments: Kathy Hooper, City resident; and, Matt Gaffney, City resident.
PLANNING COMMISSION INTERVIEWS AND APPOINTMENTS :
C1 . INTERVIEWS CONDUCTED; AND APPOINTMENTS MADE TO THE
PLANNING COMMISSION (110 .20)
The City Council interviewed applicants. Maria Morris, City Clerk, conducted a
ballot process.
Council Action: Moved by Council Member Reeve, seconded by
Council Member Patterson, and carried unanimously to appoint Marc Franz,
Timothy Neely; Mark Speros, Barrett Steele and Robert Williams to the
Planning Commission for a two (2) year term, ending March 31, 2019.
COUNCIL ACTION ITEMS :
D1 . APPOINTMENTS MADE TO THE UTILITIES COMMISSION (11 0.20)
Council Member Patterson and Council Member Reeve provided the
recommendation for appointments from the Sub-Committee.
Council Action: Moved by Council Member Maryott, seconded by
Mayor Pro Tern Farias, and carried unanimously to appoint Alan Freisleben,
Jack Hunt, Raymond Miller, John Perry and Robert Sterzenbach for a two (2)
year term, ending March 31,2019.

D2 . APPOINTMENTS MADE TO THE DESIGN REVIEW COMMITTEE (11 0.20)
Mayor Ferguson and Council Member Patterson provided the recommendation
for appointments from the Sub-Committee.
Council Action: Moved by Council Member Maryott, seconded by
Council Member Patterson, and carried unanimously to appoint Stan Braden
(At-Large Member), Geoff Sumich (At-Large Member), and Lynne Roe
(At-Large Alternate) to the Design Review Committee for a two (2) year term,
ending March 31 , 2019 .
D3. APPOINTMENTS MADE TO THE CULTURAL HERITAGE COMMISSION
(11 0.20)
Mayor Ferguson and Mayor Pro Tem Farias provided the recommendation for
appointments from the Sub-Committee .
Council Action : Moved by Council Member Maryott, seconded by
Mayor Ferguson, and carried unanimously to appoint William Bonney,
Rhonda deHaan, Donna Friess, Mechelle Lawrence Adams, and Lori Porter
to the Cultural Heritage Commission for a two (2) year term, ending
March 31,2019 .
D4 . APPOINTMENTS MADE TO THE HOUSING ADVISORY COMMITTEE (11 0.20)
Mayor Ferguson and Mayor Pro Tem Farias provided the recommendation for
appointments from the Sub-Committee .
Council Member Patterson made a motion to appoint Kathleen Abney,
William Drewes, Robert Grayson, Jess Lopez, and Joanne Marquez to the
Housing Advisory Committee for a two (2) year term , ending March 31, 2019, but
motion failed for a lack of a second.
Council Action: Moved by Council Member Reeve, seconded by
Mayor Pro Tern Farias, and carried 4-1 with Council Member Patterson opposed
to appoint Kathleen Abney, William Drewes, Jess Lopez, Joanne Marquez, and
Ann Ronan to the Housing Advisory Committee for a two (2) year term, ending
March 31, 2019 .

D5 . APPOINTMENTS MADE TO THE PARKS, RECREATION, YOUTH AND
SENIORS SERVICES, TRAILS AND EQUESTRIAN COMMISSION (11 0.20)
Mayor Ferguson and Council Member Maryott provided the recommendation for
appointments from the Sub-Committee.
• Public Comments: Gail Zukow, City resident; Jill Hanna, City resident;
Matt Gaffney, City resident; and, Kathy Hooper, City resident.
Council Member Patterson made a motion to appoint Samantha Grant,
Kim McCarthy, Ronda Mottl, Gerald Muir, Thomas Perrin, Renee Ritchie and
Gail Zukow to the Parks, Recreation, Youth and Seniors Services, Trails and
Equestrian Commission for a two (2) year term, ending March 31, 2019, but
motion failed for a lack of a second.
Council Action: Moved by Mayor Pro Tern Farias, seconded by
Council Member Reeve, and carried 4-1 with Council Member Patterson
opposed to appoint Samantha Grant, Ronda Mottl, Gerald Muir, Thomas Perrin,
Renee Ritchie, Sandie Weaver and Gail Zukow to the Parks, Recreation, Youth
and Seniors Services, Trails and Equestrian Commission for a two (2) year term,
ending March 31, 2019.
