SPECIAL MEETING
Mayor Ferguson called the December 19, 2016, Special Meeting of the City Council to
order at 5:07 p.m. in the City Council Chamber.

CLOSED SESSION (610.85)
A Closed Session was held for the following purposes, as authorized by statute:
a. Pursuant to Government Code Section 54956.9(a), the City Council conferred
with legal counsel pertaining to the administrative proceedings
in the Matter of the Application of San Diego Gas and Electric Company
for a Certificate of Public Convenience and Necessity for the
South Orange County Reliability Enhancement Project (CPUC Application No.
12-05-020).
b. Pursuant to Government Code Section 54957, the City Council conducted a
performance evaluation of the City Attorney.
C. Pursuant to Government Code Section 54957, the City Council conducted a
performance evaluation of the City Manager.
ANNOUNCEMENT OF CLOSED SESSION ACTIONS: Jeff Ballinger, City Attorney,
announced that the City Council voted 5-0 to pursue an application for rehearing and
motion for a stay of the California Public Utilities Commission administrative decision
regarding San Diego Gas and Electric Company's application for a Certificate of Public
Convenience and Necessity for the South Orange County Reliability Enhancement
Project (CPUC Application No. 12-05-020), listed as Closed Session Item A.
ADJOURNMENT:
There being no further business, Mayor Ferguson adjourned the meeting at 9:19 p.m. to
the Adjourned Regular Meeting of Thursday, January 12, 2017, at 4:00 p.m. for
Closed Session, and 5:00 p.m. for public Business Session; and then to
Tuesday, January 17, 2017, at 4:00 p.m. for Closed Session, and 5:00 p.m. for a public
Bus'n S scion, in the City Council Chamber.
