CCP506 Northwest Open Space Use CITY OF SAN JUAN CAPISTRANO COUNCIL POLICY Subject: Effective Policy GROUP USE AND SPECIAL EVENT Page Date Number POLICY FOR THE NORTHWEST OPEN SPACE 1 of 4 2/21/95 506 PURPOSE It is a policy of the City Council to make the Northwest Open Space available to various public agencies, private entities, groups, individuals and/or organizations to conduct group use and special events, which require partial or exclusive use of the available Open Space. GENERAL POLICY STATEMENTS 1. The City currently owns approximately 38 acres of unimproved land known as the Northwest Open Space. Approximately 25 acres are useable and available for special events; the remaining land is in productive citrus orchards, sensitive native areas, or areas too difficult to access. 2. Understanding that these events can provide additional opportunities for enjoyment, learning, and community involvement when properly managed and supervised, the City encourages public use of the unimproved Open Space land through Group Use and Special Events. OPERATING GUIDELINES A. GENERAL REQUIREMENTS FOR ALL EVENT TYPES 1. All requests for use must be in writing. All City and other Agency requirements for issuance of the special event permit must be met at least 15 days prior to the event (Event Types #1 & #1-A): and 30 days prior to the event (Event Types #2, #2-A, #3, & #3-A). 2. All parking will be provided on-site, and egress and ingress coordinated with the City. Requests for off-site parking will require a traffic analysis, and coordination with the City. 3. There are certain restricted areas within the Open Space, it is the applicants responsibility to assure compliance with the restricted status for all persons utilizing the site during their permitted use (see site map enclosure). 4. Normal hours of operation are dawn to dusk. Overnight use of the site will be considered on a case by case basis. 5. The duration of any event shall not exceed seven calendar days without the prior written approval of the City Council. 6. Sanitation facilities shall be provided at the expense of the applicant. Acquisition and coordination may be provided by the City at the applicant's request. Sanitation facilities must meet all federal, state, and local regulations, and be verified by City Staff. 7. The use of alcoholic beverages must comply with the City's Administrative Policy for Alcohol. 8. Noise levels must comply with the City's Code Sec. 9-3.615. 9. Any published advertising or banners for the event shall include the City's name, the park name and comply with the City's sign ordinance Sec. 9-3.603. 10. A 24 hour contact person/telephone number is required. 11. No changes to the landscape or facilities will be allowed without the written approval of the Director of Public Lands and Facilities. At the end of the event, the site shall be returned to its original condition, any damage to or required replacement of structures, landscaping, facilities, etc. shall be at the CITY OF SAN JUAN CAPISTRANO COUNCIL POLICY Subject: Effective Policy GROUP USE AND SPECIAL EVENT Page Date Number POLICY FOR THE NORTHWEST OPEN SPACE 4 of 4 2/21/95 506 applicant's expense. A detailed billing of the costs to restore the site will be provided by the City. D. The City may require the following special conditions: 1. review by the Fire Department, fire control measures and additional equipment; 2. all appropriate medical emergency services to be provided by the applicant; 3. additional law enforcement and/or traffic control personnel required; 4. applicant to provide additional sanitary facilities; 5. applicant to provide own trash receptacles/pick-up; 6. staff assigned to monitor event; 7. signs and/or course marking provided and removed by permittee. ###
