PURPOSE:
It is the policy of the City of San Juan Capistrano City Council to design and build all
City-owned and operated buildings to be as energy efficient as practical, with a goal of
achieving an energy performance of 15% better than California Title 24.
It is also the policy of the City of San Juan Capistrano City Council to promote and
encourage energy-efficient building practices in residential and commercial building
projects.
PROCEDURE:
For City-Owned and Operated Buildings
In order to achieve the objective of designing and building all City-owned and operated
buildings to be as energy efficient as practical, the City will:
1. For building projects, to the greatest extent possible, require project consultants
and design team members to submit to the City building energy performance
(Title 24) calculations completed and certified by a Certified Energy Analyst i
using an acceptable computer model (such as Energy Pro, MICROPAS, EQuest,
DOE-2, Power DOE, HAP 3.22 etc.) and present the summary data to the City
with plans. This analysis should include life-cycle cost analysis showing recovery
of construction costs through operation cost reductions and maintenance savings
(e.g. electricity and gas savings). The consultant should prepare a cost savings
matrix that lists each device being considered and 2, 5, and 10-year projected
savings. The comparison shall include, but is not limited to the following
equipment: glazing, lighting, HVAC, water heating, and motors.
2. To the greatest extent possible, write Requests for Proposals (RFP) for architects
and design team members to encourage and value consultants and design team
members that have demonstrated experience in high-performance, energy-
efficient design.
3. To the greatest extent possible, require design teams to maximize the utilization
of rebate and incentive programs offered by utilities (SDG&Eii) and other entities
(e.g. SDREO iii, California Energy Commission).

For Private Residential and Commercial Projects
The City will promote the energy-efficient design and construction of private residential
and commercial development by partnering with SDG&E and SDREO to promote
programs, educate and encourage private developers to value and adopt energy-
efficient design and construction practices to the greatest extent possible by:
1. Providing space in City permitting offices for location of program materials that
promote energy efficiency programs.
2. Work with SDG&E and SDREO to host and promote education programs for City
staff and the community on energy efficient building practices and programs.
