It is the policy of the City Council that all City commissions and boards favorably
consider the use of temporary units by community service and nonprofit organizations.
In considering such a request, the commissions and boards should recognize the
possible benefits which would be provided to the community by allowing the use of the
temporary units. Such requests may include: (1) Allowing the organization to establish its
presence prior to or during the processing of building plans and construction of permanent
facilities; and/or (2) During an interim period when existing facilities are being expanded to
meet increased community needs. When considering such requests, commissions and
boards may apply reasonable conditions that would insure the architectural compatibility
with surrounding areas and replacement of the temporary units with a permanent facility.
