It is a policy of the City Council that in those cases where a street appears on the
City Master Plan of Streets and Highways and the County Master Plan of Arterial
Highways, a thorough traffic study shall be conducted with the Orange County
Environmental Management Agency prior to amending the Master Plans. Following the
joint study between the City and County staff, a recommendation shall be made by the City
staff to the Transportation Commission concerning the proposed amendment. The
Transportation Commission shall then make a recommendation to the City Council on the
General Plan Amendment. Following action by the City Council, the City will request the
County of Orange to amend the County's Master Plan of Arterial Highways so that both the
City and County circulation elements are compatible.
