INITIATION OF GENERAL

It is a policy of the City Council that petitions for changes in General Plan land use
designations (General Plan Amendments) be considered only under the following
circumstances:
1. The petition is submitted by the owner(s) of the property or properties in
question or the owner's duly authorized agent; said authorization to be in
writing.
2. The petition is submitted by the prospective owner(s) of the property or
properties in question; said prospective ownership to be proven by written
option to purchase or by escrow documents.
3. The General Plan Amendment is initiated directly by the City Council.
