It is a policy of the City Council that when Commissions and Boards make
recommendations to the City Council, that the implementation of the General Plan be the
basic criteria for basing such recommendations. In reviewing items for consideration, the
Commission and Board members should use broad parameters examining not only their
own area of interest and expertise, but the overall goals of the General Plan. All agenda
items which come before the Commissions and Boards for their review shall have a
recommendation from the professional staff. However, Commissions and Boards are not
bound to follow the staff recommendation if they believe that another recommendation
more fully meets the intent and goals of the General Plan implementation.
