It is a policy of the City Council that when a Commission or Board member
addresses the City Council at a public meeting, that it be made clear whether or not he/she
is speaking on behalf of the Commission or Board. If the member is expressing his/her
own personal viewpoint or opinion on a particular subject, it should be stated as such, so
as not to infer that the testimony is the position taken by the Commission or Board.
