POLICY STATEMENT
The following is a Statement of Intent of the City Council regarding the policies
established by this and future City Councils.
STATEMENT OF INTENT
The purpose of the Council Policy Manual is to establish guidelines and provide
direction in carrying out Council mandates. The Council Policy Manual is not intended
to be all-inclusive of policies established by past and present Councils. Instead, it
contains the most frequently used policies, and is intended to be a working guide for
Council, Staff, Commissions and Boards to promote efficiency, economy, consistency,
and improved operational procedures in conducting municipal affairs.
It is the intention of the City Council that the Council, the Staff, and all Commissions and
Boards shall abide by and adhere to the policies established in the Council Policy
Manual in the conduct of their duties. The following rules will govern the Council Policy
Manual:
1. Only the City Council can establish, amend or delete Council policies.
2. Council policies can be established, amended, or deleted only by an
affirmative vote of three (3) or more Council members, and only done so
after the policy has been formally agendized at a regularly scheduled
Council meeting.
3. New policies may be recommended by the City Manager, Commissions or
Boards, or directed by the City Council to be agendized for future Council
consideration.
4. The Council Policy Manual shall be reviewed periodically by the City
Council, and shall be kept continuously updated by the City Manager.
5. All Council Members, Department Heads, Management Staff, and
Commission and Board Secretaries will be provided with a complete and
updated copy of the Council Policy Manual, and shall abide by the policies
therein.
