CCP210 Commissioner reimbursementCITY OF SAN JUAN CAPISTRANO COUNCIL POLICY Subject: Effective Policy Page Date Number REIMBURSEMENT FOR COMMISSION/BOARD MEMBERS 1 of 2 6/5/01 210 Service on a City Commission or Board is an honor bestowed by the City Council which signifies the Council's confidence in the individual member's judgment and demonstrates the Council's desire to have the benefit of the individual's counsel and recommendations during the decision-making process. The benefits to be derived from serving as a Commission or Board member lie not in monetary compensation, but in the self-satisfaction of being an active participant in formulating City goals, and making recommendations on a variety of problems and situations affecting the City. Commission and Board members serve because it is a challenging and rewarding experience in and of itself. Individuals selected as Commission or Board members are not considered compensated employees of the City. As volunteers, they receive no compensation for their service. They may, however, elect to receive a travel allowance in recognition of their transportation expenses incurred in attending Commission or Board meetings or activities. A Commission or Board member may serve as an unreimbursed volunteer, or as a reimbursed volunteer, at his or her option. Individuals serving as unreimbursed volunteers will receive no reimbursement for their monthly transportation expenses incurred in the course of their service. Individuals serving as reimbursed volunteers will receive the following sum each month as their commission or board travel allowance. Cultural Heritage Commission $ 25.00 Los Rios Review Committee $ 25.00 Mobile Home Park Review Committee $ 25.00 (meets bimonthly) Parks, Recreation and Equestrian Commission $ 25.00 Planning Commission $100.00 Transportation Commission $ 25.00 Design Review Committee $100.00 It is not necessary to submit receipts in order to receive a travel allowance. CITY OF SAN JUAN CAPISTRANO COUNCIL POLICY Subject: Effective Policy Page Date Number REIMBURSEMENT FOR COMMISSION/BOARD MEMBERS 2 of 2 6/5/01 210 Regular Meetings It is a policy of the City Council that Commission and Board members receive monthly reimbursement based on attendance at regularly scheduled meetings and paid on a quarterly basis. If a member is absent, he/she will receive no reimbursement for that month. If a Commission meets twice a month and a member is absent from one meeting, he/she will receive half the monthly reimbursement and no reimbursement if both meetings for that month are missed. Additional Meetings No further reimbursement above the $100 per month shall be provided to members for attending other than the regularly scheduled meetings (i.e., adjourned meetings, special meetings, joint meetings, field trips, etc.) during the month. Canceled Meeting Due to Lack of Quorum If a regular meeting is canceled due to lack of a quorum, only those members who come to the meeting shall be reimbursed. If it is known in advance that it is not possible to achieve a quorum on a regular meeting day, the regular meeting may be rescheduled, and those members attending shall receive the reimbursement. Canceled Meeting Due to Lack of Business If a regular meeting is pre-canceled due to lack of business to consider at the meeting, the reimbursement shall be reduced accordingly. Attendance Records Commission and Board secretaries shall accurately record the attendance of members, and forward the attendance reports to the City Manager on a quarterly basis, after the last meeting of the quarter. The City Manager shall provide the Council with a copy of the quarterly attendance report. ###
