16-0523_CC_Minutes_Adjourned Regular MeetingMINUTES May 23, 2016 SAN JUAN CAPISTRANO CITY COUNCIL ADJOURNED REGULAR MEETING BUSINESS SESSION: Mayor Patterson called the Adjourned Regular Meeting of May 23, 2016, of the City Council of the City of San Juan Capistrano to order at 3:01 p.m . in the City Council Chamber. Council Member Perry led the Pledge of Allegiance. ROLL CALL: COUNCIL MEMBERS PRESENT: Mayor Pam Patterson , Esq., Mayor pro tern Kerry K. Ferguson, and Council Members Derek Reeve, John M. Perry and Sam Allevato. COUNCIL MEMBERS ABSENT: None . Agenda items are presented in the originally agendized format for the benefit of the minutes' reader, but were not necessarily heard in that order. ORAL COMMUNICATIONS : • Steve Behmerwohld , City resident; Jan Siegel, City resident; Scott McGregor, City resident; James Littlejohn , Boys and Girls Clubs of Capistrano Valley; Monique Rea, City resident; Ken Friess, City resident; Anna Dickinson, City resident ; Mark Bodenhamer, Chamber of Commerce ; Jacqueline London , Rancho Santa Margarita resident. DISCUSSION ITEM : C1 . PROPOSED OPERATING BUDGETS FOR FISCAL YEAR 2016-17 AND 2017-18 AND THE PROPOSED SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEARS 2016-17 THROUGH 2022-23, CONSIDERED (330.20) -NO FORMAL ACTION TAKEN • Public Correspondence: Lorie Porter, and Rhonda deHaan, City residents; and Tony and Orrie Brown, City residents. Ken Al-lmam , Interim Chief Financial Officer, provided a PowerPoint presentation of the proposed Operating Budgets for Fiscal Year 2016-17 and 2017-18, and responded to questions. Steve May, Public Works and Utilities Director, provided a PowerPoint presentation of the proposed Seven-Year Capital Improvement Program . Mayor Patterson recused herself from the Del Obispo Street Widening Project, due to proximity to her residence, and stepped out of the City Council Chamber . 1 The City Council had consensus on the following : 1) Use the Annual $600,000 Landfill Mitigation Funds for street rehabilitation projects. 2) Exclude Pepperdine PRYDE Program from the Operating Budget. 3) Exclude any new full-time positions; but add the following part-time positions to the Operating Budget: • Part-time Safety and Emergency Services Manager • Project Manager-Development Services • Park Monitor-Community Services 4) Leave funding for the Boys and Girls Clubs of Capistrano Valley. 5) General Fund Reserve Policy-current balance distribute as presented. 6) Support directing staff to bring back to the City Council an analysis for the need and/or tolerance for either parking meters/parking structure, including potential revenue -not to be included in the 2016-17 Budget, but for a possible future budget. ADJOURNMENT: There being no further business Mayor Patterson adjourned the meeting at 6:10 p.m. to Monday, June 6, 2016, at 4:00p.m. for Closed Session, and 5:00 p.m. for the public Business Session, in the City Council Chamber.
