SAN JUAN CAPISTRANO CITY COUNCIL
WORKSHOP
BUSINESS SESSION:
Mayor Reeve called the Special Meeting of September 3, 2015, of the City Council of
the City of San Juan Capistrano to order at 10:07 a.m. in the City Council Chamber.
Mayor Reeve led the Pledge of Allegiance.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Kerry K. Ferguson, John M. Perry, Sam Allevato,
Mayor pro tem Pam Patterson, Esq. and Mayor Derek Reeve.
COUNCIL MEMBERS ABSENT: None.
Agenda items are presented in the originally agendized format for the benefit of the
minutes' reader, but were not necessarily heard in that order.
DISCUSSION ITEMS:
1. UPDATE AND DIRECTION REGARDING PRIORITIZATION OF THE CITY
COUNCIL'S URGENT STRATEGIC PRIORITIES
Keith Till, Interim City Manager, provided an agenda report. Sergio Klotz, Interim
Development Services Director; Thom Coughran, Interim Public Works and
Utilities Director; and Cindy Russell, Chief Financial Officer/City Treasurer,
provided PowerPoint presentations.
• Public Comments: Kathleen Petersen, City resident; Mark Rotterman,
City resident; Clint Worthington, City resident; and Beverly Blake, Camino
Real Playhouse.
Council Action: Moved by Mayor Reeve, seconded by Council Member
Ferguson and carried unanimously to receive and file reports from the Interim
City Manager and Department Directors regarding updates to the City Council's
Urgent Strategic Priorities and additional projects, and direct staff to return with a
Project Timeline Report.
2. STRATEGIC FACILITATION — CITY MANAGER RECRUITMENT PROCESS:
FACILITATED BY ROBERT MING, QUADRANT LAW GROUP — 1. REVIEW
AND DISCUSS RESULTING EXPERIENCE AND ATTRIBUTE
REQUIREMENTS; 2. REVIEW AND DISCUSS ANALYSIS MATRIX; AND,
3. OTHER PROCESS CONSIDERATIONS — NO FORMAL ACTION TAKEN

ADJOURNMENT:
There being no further business Mayor Reeve adjourned the meeting at 1:06 p.m. to
