BUSINESS SESSION:
Mayor Reeve called the Regular Meeting of July 21, 2015, of the City Council of the
City of San Juan Capistrano to order at 5:20 p.m. in the City Council Chamber.
Council Member Perry led the Pledge of Allegiance and Council Member Allevato gave
the invocation.

1. CONSIDERATION OF REVISING THE 2015 STREET BANNER CALENDAR —
INTERSECTION OF CAMINO CAPISTRANO AND DEL OBISPO STREETS

Council Member Perry provided a report.
• Public Comments: Steve Oedekerk, City resident; and Mary Demers, Friends
of the Library.
Council Action: Moved by Council Member Perry, seconded by Council Member
Allevato, and carried unanimously to revise the 2015 Street Banner Calendar to
display a "Conserve Water, Save the Last Drop" banner (with a URL for more
information), whenever a timeframe is open or becomes available throughout
U the year.

2. CONSIDERATION OF SUPPORTING THE ELIMINATION OF ALTERNATE
DIRECTORS ON THE ORANGE COUNTY FIRE AUTHORITY BOARD (540.80)
Council Member Perry provided a report.
Council Action: Moved by Council Member Perry, seconded by Council Member
Ferguson, and carried unanimously to bring back a Resolution supporting the
elimination of alternate directors on the Orange County Fire Authority Board.
3. DISCUSSION REGARDING SETTING RULES OF ORDER AND
PROCEDURES FOR CITY COUNCIL, COMMISSION, COMMITTEE AND
BOARD MEETINGS — NO FORMAL ACTION TAKEN (610.30)
Mayor Reeve and Mayor pro tem Patterson provided a report.
• Public Comments: Mark Speros, City resident; Thomas Perrin, Jr.,
City resident; Steve Behmerwhold, City resident; Gail Zukow, City resident;
and Clint Worthington, City resident.
CITY COUNCIL REPORTS:
• Council Member Ferguson provided an update on the City's Trolley ridership; and
read a letter from a visitor who wrote to express appreciation for the Trolley; reported
on the following: Transportation Corridor Agency Meeting, Residential Quality of Life
Housing Mayoral Sub-Committee Meeting, and Southern California Association of
Governments Meeting; and attended a Ribbon Cutting Ceremony for the Rags and
Stones Store.
• Council Member Perry read an email from a concerned resident regarding the
proposed San Diego Gas and Electric Company Substation Reliability Project due to
health issues in her neighborhood that is in close proximity to the San Diego Gas
and Electric Company Substation; and asked that the email be forwarded to
Duane Caves, San Diego Gas and Electric Company for a response.
• Council Member Allevato attended the Chamber of Commerce Installation Dinner.
• Mayor pro tem Patterson reported on the following: San Onofre Nuclear
Generating Station Tour, California Joint Powers Insurance Authority Meeting, and
Vector Control Meeting.
• Mayor Reeve attended the City's 4`h of July Event.
ADJOURNMENT:
There being no further business Mayor Reeve adjourned the meeting at 7:14 p.m. to
Tuesday, August 4, 2015, at 4:00 p.m. for Closed Session, and 5:00 p.m. for the public
Business Session, in the City Council Chamber.
