JOINT CITY COUNCIL & UTILITIES COMMISSION
SPECIAL MEETING
Mayor Reeve called the Special Meeting of the San Juan Capistrano
City Council and the Utilities Commission to order at 1:45 p.m. in the City Council
Chamber. Mayor Reeve led the Pledge of Allegiance.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Kerry K. Ferguson, John M. Perry, Sam Allevato,
Mayor pro tem Pam Patterson, Esq. and Mayor Derek Reeve.
COUNCIL MEMBERS ABSENT: None.
UTILITIES COMMISSIONERS PRESENT: Dan Glasgow, Jack Hunt, Raymond Miller,
Thomas Nelson and Robert Sterzenbach,
UTILITIES COMMISSIONERS ABSENT: None.
ORAL COMMUNICATIONS: Susan Hinman, Board of Directors Member of Municipal
Water District of Orange County (provided a handout).
DISCUSSION ITEM:
C1. DISCUSSION REGARDING THE SEVERE DROUGHT CONDITIONS AND THE
GOVERNOR'S EXECUTIVE ORDER B-29-15 PROCLAIMING A STATE OF
EMERGECY THROUGHOUT THE STATE OF CALIFORNIA (1050.90)
Keith Van Der Maaten, Public Works and Utilities Director, provided a
PowerPoint presentation and responded to questions. Francie Kennedy, Water
Conservation Coordinator, responded to questions. Harvey de la Torre,
Municipal Water District of Orange County, provided a PowerPoint presentation
and responded to questions. Rob Hunter, Municipal Water District of Orange
County, responded to questions.
• Public Comments: Richard Gardner, Capistrano Beach resident; Ian Smith,
City resident; Ron Malanosky, City resident, and, David Tyrone, Dana Point
resident.
ADJOURNMENT:
City Council Adjournment: Mayor Reeve adjourned the meeting at 4:10 p.m. to
Tuesday, April 21, 2015, at 3:30 p.m. for Closed Session, and 5:00 p.m. for the public
Business Session, in the City Council Chamber,
