SPECIAL MEETING
Mayor Reeve called the February 17, 2015, Special Meeting of the San Juan
Capistrano City Council to order at 3:07 p.m. in the City Council Chamber.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Sam Allevato, Kerry K. Ferguson, John M. Perry,
Mayor pro tem Pam Patterson, Esq. and Mayor Derek Reeve.
COUNCIL MEMBERS ABSENT: None,
ORAL COMMUNICATIONS: None.
PRESENTATION ITEM:
C1. PFM ASSET MANAGEMENT, LLC PROVIDED THE CITY'S QUARTERLY
INVESTMENT REPORT FOR THE QUARTER ENDED DECEMBER 31, 2014

Sarah Meacham, Director, PFM Asset Management LLC, provided a PowerPoint
presentation and responded to questions.
DISCUSSION ITEM:
D1, FISCAL YEAR 2014-2015 SECOND QUARTER FINANCIAL REPORT AND
UPDATE ON THE CITY COUNCIL'S PRIORITIES, RECEIVED AND FILED;
PROPOSED ADJUSTMENTS TO THE CITY'S OPERATING AND CAPITAL
PROJECT FUNDS APPROVED AS PRESENTED; AND PURCHASES
APPROVED VIA EMERGENCY PURCHASING AUTHORIZATION PROCESS
IN THE AMOUNT OF $33,715 AS DETAILED IN ATTACHMENT 2 OF THE
AGENDA REPORT, RATIFIED AND APPROVED (330.20)
Michelle Bannigan, Assistant Finance Director, provided a PowerPoint
presentation and responded to questions. Cindy Russell, Chief Financial Officer,
Charlie View, Development Services Director and Keith Van Der Maaten, Public
Works and Utilities Director, responded to questions.
Council Action: Moved by Council Member Allevato, seconded by
Mayor Reeve and carried unanimously to receive and file the City of San Juan
Capistrano's Second Quarter Financial Report for Fiscal Year 2014-2015 and
update on the City Council's Priorities; proposed adjustments to the City's
operating and capital project funds approved as presented; and, purchase ratified
via the Emergency Purchasing Authorization process in the amount of $33,715.

Mayor Reeve adjourned the meeting at 4:07 p.m. to February 17, 2015, at 4:00 p.m. for
Closed Session, and 5:00 p.m. for Public Business Session in the City Council
