SAN JUAN CAPISTRANO CITY COUNCIL
SPECIAL MEETING
Mayor Allevato called the Special Meeting of the San Juan Capistrano
City Council to order at 6:00 p.m. in the City Council Chamber.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Roy L. Byrnes, M.D., John Taylor, Mayor pro tem
Larry Kramer and Mayor Sam Allevato
COUNCIL MEMBERS ABSENT: Derek Reeve
ORAL COMMUNICATIONS: None.
DISCUSSION ITEM:
C1. DISCUSSION AND REVIEW OF UPDATES TO FINANCIAL INFORMATION
AND DISCUSSION OF OBJECTIVES RELATED TO THE WATER AND SEWER
RATE STUDY (1040.20/1050.20)
Francie Kennedy, Water Conservation Coordinator, provided a staff report and
responded to questions. Sanjay Gaur, Raftelis Financial Consultants, and Keith
Van Der Maaten, Public Works and Utilities Director, provided a PowerPoint
presentation and responded to questions.
Council Action: Moved by Council Member Taylor, seconded by Mayor pro tem
Kramer, and carried 4-0 with Council Member Reeve absent to direct staff to
bring back rate models reflecting a 4% (Scenario 4) to 5% (Scenario 3) increase
in total revenue requirement; and directed staff to bring back for review the
following four (4) rate models: 1) A water-budget-based rate structure, with fixed
and commodity costs allocated similarly to what is currently in place; 2) A rate
structure that includes all fixed costs in the fixed charges, with budget-based
commodity rates; 3) A rate structure that includes all fixed costs in the fixed
charges, with uniform commodity rates; and 4) A uniform rate structure.

Mayor Allevato adjourned the meeting at 8:18 p.m. to the Regular Meeting of Tuesday,
February 18, 2014, at 5:00 p.m. for Closed Session, and 6:00 p.m. for the public
Business Session, in the City Council Chamber.
