1993-1207_CVWD GENERAL EMPLOYEES_Agenda Report_G1bAGENDA ITEM December 7, 1993 TO: Honorable Mayor and Members of the City Council FROM: George Scarborough, City Manager SUBJECT: Approval of Memorandum of Understanding - San Juan Capistrano City Employees Association (Classified Employees) RECOMMENDATION: Accept the Memorandum of Understanding between the City of San Juan Capistrano and the San Juan Capistrano City Employees Association. SITUATION: The City has been meeting and conferring with the San Juan Capistrano City Employees Association (Classified Employees) as required by the Meyers-Milias-Brown Act of the State of California. The purpose of these negotiations has been to discuss wages, hours, and other terms and conditions of employment. The outcome of this process constitutes the provisions of a Memorandum of Understanding (M.O.U.) for the 1993-94 Fiscal Year. A copy of this M.O.U. is attached. Negotiations were conducted and agreement arrived at which is consistent with the parameters established by the City Council The agreement essentially provides for a salary increase of 1.4% and a change in the current performance pay plan to a performance incentive program, which will offer an award of additional time off to all employees receiving an excellent or above average evaluation rating, rather than the current cash award program. This plan would be in place for FY 93-94 only. The additional time off will be placed in a leave category named Performance Leave. The agreement constitutes an increase of about 2.77 percent of salary or 2.01 percent of total personnel costs. COMMISSION/BOARD REVIEW AND RECOMMENDATIONS: Not Applicable. FOR CITY COUNCIL AG EN Agenda Item -2- December 7, 1993 FINANCIAL CONSIDERATIONS: The compensation package increase will constitute an additional cost to the City of $62,529 for FY 93-94. These increased personnel costs were not Identified in the adopted 93-94 budget. The budget will be adjusted at mid-year to reflect the necessary transfer of funds from General Fund reserves. PUBLIC NOTIFICATION: Not Applicable. ALTERNATE ACTIONS: 1. Approve the Memorandum of Understanding between the City of San Juan Capistrano and the San Juan Capistrano City Employees Association (Classified Employees). 2. Request additional Information. RECOMMENDATION: By motion, accept the Memorandum of Understanding between the City of San Juan Capistrano and the San Juan Capistrano City Employees Association (Classified Employees). Attachment
