SUBJECT: 1992-93 Memorandum of Understanding with District General
SITUATION
Negotiations with the District's General Employees for the 1992-93 Memorandum of
Understanding (MOU) has resulted in an MOU with the same financial cost as the
MOU presented for Classified City of San Juan Capistrano employees. The MOU and
a copy of the new Employee Handbook are enclosed. The key items of negotiations
were:
• No general salary increase granted
• One-time payment for the Performance and Wellness programs spread
equally to all General Employees of $554.23 each.
• Adoption of a new comprehensive Employee Handbook
FINANCIAL CONSIDERATIONS
The proposed MOU results in a cost to the District of approximately $9,980. The
1992-93 Budget for Salary And Benefits contains adequate funds for this expense.
The spreading of the Performance Pay equally to all employees is not a practice staff
endorses, except for this one-time event.
ALTERNATE ACTION
1. Approve the 1992-93 Memorandum of Understanding with the District's
General Employees, and authorize the General Manager to sign the
Memorandum.
2. Request additional information from the staff.

By motion, approve the 1992-93 Memorandum of Understanding with the District's
General Employees, and authorize the General Manager to sign the Memorandum.
