Parcel No. 1 - For Street, Highway and Utility Purposes
Beginning at the Southerly terminus of a curve concave Southwesterly in the Northeasterly
line of Rancho Viejo Road as shown on Tract No. 11094 as per map recorded in Book 484,
Pages 22, 23 and 24 of Miscellaneous Maps in the office of the County Recorder of said
County, said curve having a radius of 2,965.00 feet, a central angle of 5052125" and an arc
length of 303.95 feet; thence Southeasterly 16.72 feet along the prolongation of said curve
through a central angle of 0019123" to a point hereinafter referred to as Point "A"; thence
continuing along said curve 118.49 feet through a central angle of 2017123"; thence non -
tangent to said curve South 57019101" East 32.87 feet to a point in the Northwesterly line of
Parcel 1, known as Mission Hills Drive, of the land described in the deed recorded in Book
8411, Page 270 of Official Records of said Orange County; thence along said Northwesterly
line South 67059116" West 30.12 feet to the Northeasterly line of that certain parcel of land
described in the deed recorded in Book 3911, Page 232 of Official Records of said Orange
County; thence leaving said Northwesterly line and along said Northeasterly line North
21030120" West 51.61 feet and North 25030123" West 110.00 feet to the Westerly terminus of a
curve concave Southerly in the Southerly Boundary of said Tract 11094, said curve having a
radius of 350.00 feet, a central angle of 49004147" and an arc length of 299.81 feet; thence
Easterly 13.06 feet along said curve, leaving said Northeasterly line of the deed recorded in

The City Council of the City of San Juan Capistrano at its regular meeting held
December 2, 1986, adopted Resolution No. 86-12-2-1 accepting easements for the
widening of the east side of Rancho Viejo Road at Mission Hills Drive.
The Easement Deeds have been forwarded to the County for recording. A copy of
Resolution No. 86-12-2-1 is enclosed for your information.

Written Communications:
Report dated December 2, 1986, from the Director of Public Works, advising that
pursuant to Council direction on November 18, 1986, staff had investigated Council
concerns and had found five additional factors relating to the character of the
roadway which could justify setting a speed limit lower than 25 miles per hour. The
report recommended setting speed limits of 15 and 20 miles per hour and noted that
the regulatory signing could be incorporated with the planned historic signing for the
entrance treatment now under consideration by the Los Rios Review Committee.
Council Discussion:
Councilman Hausdorfer stated support for the lower speed limit, but stated it was
not the ultimate solution due in part to enforcement problems. Mayor Friess noted
that historic signing would be implemented in conjunction with improvements in the
Los Rios Area.
Approval of Speed Limits on Los Rios Street:
The City Attorney read the title of the Ordinance next in order. Further reading of
all Ordinances had been waived earlier in the meeting. It was moved by Councilman
Bland, seconded by Councilman Hausdorfer that the following Ordinance be
introduced:
AMENDMENT
OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
ESTABLISHING PRIMA FACIE SPEED LIMITS ON LOS RIOS
STREET BY AMENDING SECTION 4-6.501, ARTICLE 5, TITLE 4
OF THE SAN JUAN CAPISTRANO MUNICIPAL CODE
The motion carried by the following vote:
AYES: Councilmen Schwartze, Bland,
Hausdorfer, and Mayor Friess
NOES: None
ABSENT: Councilman Buchheim
The Ordinance set forth specific legislative findings relative to the character of Los
Rios Street and set a 20 -mile -per -hour speed limit on Los Rios Street between Del
Obispo Street and Verdugo Street and a 15 -mile -per -hour speed limit on Los Rios
Street between Verdugo Street and Mission Street.

and Dolores Frost. The easements were necessary for the future widening of the
east side of Rancho Viejo Road at Mission Hills Drive.

It was moved by Councilman Schwartze, seconded by Councilman Hausdorfer that
the following Resolution be adopted:

3. MODIFICATION TO SERRA BUDGETS - PROJECT COMMITTEE NUMBERS 2R
Written Communications:
Report dated December 2, 1986, from the Director of Public Works, advising that
two SERRA Plant rehabilitation projects were necessary to improve the capabilities
of the plant through more efficient and effective operations. The work will be
assessed to two SERRA project committees: the liquids treatment work, consisting
of a bar screen, find bubble aeration, and process water chlorination, will be
assessed to Project Committee No. 2-R - Plant Operations and Maintenance; the
solids equipment, consisting of best presses, will be assessed to Project Committee
No. 16 - Solids Handling and Odor Control Facility.
Adoption of Revised SERRA Budgets:
[t was moved by Councilman Hausdorfer, seconded by Councilman Schwartze and
unanimously carried to adopt the revised budgets for SERRA Project Committee
NO. 2-R in the City's proportionate share of $373,557; and, Project Committee No.
16, in the City's proportionate share of $104,580. The transfer of funds within the
Sewer Enterprise Fund to the appropriate project Committees was authorized.
