Any person violating any of the provisions of this ordinance shall be guilty of a misdeaeanor and shall be punished by a fine not to exceed $500.00 or by imprisonment in the County jail for a period not to exceed six months, or by both such fine and imprisonment. SECTION 17. This ordinance shall take effect and be in force thirty (30) days from and after its passage, and prior to fifteen (15) days after the passage thereof, this ordinance shall be published once�in the Coast- line Dispatch, together with the names of the City Counhlmen voting for .and against the same. ABSTAINING: Councilmen-.: Olivares, Buchheim ABSENT: Councilmen: None City Clerk OR.DI14ANCE NO. 32 AN ORDINANCE of the City of San Juan Capistrano regulating the pa- rking of motor vehicles within the city limits of the city of San Juan Capistrano; providing penalties for the violation thereof. 10N The city council of the city of San Juan Capistrano,des ordain as follows: SECTION 1. The city council of the city of San Juan Capistrano, may by resolution: A. Designate certain streets or portions of streets within the city limits of San Juan Capistrano as Traffic District "A", "B" or "C". B. Designate certain streets or portion of streets as "No Parking" areas. C. Designate protions of streets as "Loading Zones". D. Designate portions of streets as "Bus Stops." E. Designate portions of streets as "Passenger Loading Zones." F, .Determine and select those streets and highways entering busi- ness or residence districts which shall be'signposted. SECTION TWO A. It shall be unlawful for the operator of a motor vehicle to stop said vehicle and leave the same so parked for a period of time longer than one hour between the hours of seven o'clock A.M. and six o'clock P.M. on any day within any Traffic District "A". B. It shall be unlawful for the operator of a motor vehicle to operator of a motor Vehicle to stop said vehicle and leave the same as parked for a period of time longer than two hours between the hours of seven o'clock A.M. and six o'clock P.M. of any day, wit in any Traffic District "B". The City Council shall designate by resolution the specific time furing which operators of any motor vehicle may park or stop the same within Traffic District "C". Ir shall be unlawful for the operator of any vehicle to stop or park said vehicle in excess of the time so limited by resolution of the city council. D. It shall be unlawful for the .operator of any motor vehicle to park or stop the same in any loading zone for any purpose.other than the unloading or loading of passengers or materials, provided that no stop for the loading or unloading of passengers shall be made for more than five (5) munutes, provided that no stop for the loading or unload- ing of materials shall be m,de for more than twenty (20) minutes. E. It shall be unlawful for the operator of any motor vehicle to 10:3 stop or park said vehicle immediatelyadjacent to or opposite any curb- ing in the city of San Juan Capistrano which had been designated as a "Bus Stop" or, where there are no curbings, within any area which has been signposted as a "Bus Stop", for any purpose other than the loading or unloading of passengers or freight; provided that no stop for the lo- ading or unloading of passengers or freight shall be made for more than five (5) minutes. F. It shall be unlawful to park any motor vehicle immediately ad- jacent to or opposite any curb which has been painted red and which has been marked to indicate or bear asign indicating that nb parking is pe- rmitted or where ther are no curbings, within any area which has been signposted as "No Parking" area. G. It ,shall be unlawful for the operator of any motor vehicle to park or stop the same in any purpose other than the unloading or loading of passengers provided that no stop for the loading or unloading of passengers shall be made for more than five (5) minutes. SECTION THREE When the city council have designated any street or portion of st- reet as Traffic District "A","B" or "C", it shall be the duty of the Road Commissioner of the County of Orange to caude to be posted at the boundary of such district a sign indicated thereon the time permitted for parking within such District. It shall be the duty of the Road Co- mmissioner of the County of Orange to designated A. Loading zones by painting the cgrb adjacent to such zones yellow with the words "Loading Zones" painted in black letters thereon said loa- ding (50) feet in length. Where there are no curbs, the loading zone shall be desit,nated by posting a sign at each end of the zone indicating that the area is a "Loading Zone". B. Bus Stop aones by painting the curb adjacent to such zones red, with the words "Bus Stop" painted with black letters thereon, the areas .of such bus stops to be determined by the city council. Where there are no curbs, the bus stop shall be designated by posting a sign at each end for the zone indicating that the area is a"Bus Stop". C. No Parking areas by painting the curb adjacent to such area red, with the words "No Parking" painted thereon in white,. or a sign indicating 104 that no parking is permitted. Where there are no curbs, no parking areas shall be designated by posting a sign at each end of the area, and at intervals of not more than 150 feet with in the area indicating that the area is a "No Parking " area. D. Areas within Traffic District "C" shall be marked by painting the curb within such district green and marking thereon in white paint words and figures indicating the time limit designated for such Traffic District. E. Passenger loading zones by painting the curb adjacent to such 11 zones white, with the words Passenger Loading Zone" painted with black letters thereon. SECTION.4 Any person violating any provision of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine not exceeding $500.00 or by imprisonment in the County Jail not exceeding thirty days, or by both such fine and imprisonment. SECTION FIVE If any paragraph, sentence, clause or phrase of this Ordinance for any reason is held to be unconstitutional or invalid, such shall not affect the remaining portions of this Ordinance and the city council her- eby declares it would have passed each paragraph, sentence, clause and phrase thereof irrespective of the fact that any one or more than one sentence, clause or phrase be declared unconstitutional or invalid. SECTION SIX This Ordinance ft]l take effect and be in force thirty (30) days from and after its passage, and prior to the expiration of fifteen (15) days after the passage thereof, this Ordinance shall be published once in the Coa6tline Dispatch, a newspaper printed in San Juan Capistrano, County of Orange, State of California, together with the names of the members of the city council. City Clerk ORDINANCE NO. 33 AN ORDINANCE of the City of San Juan Capistrano granting to South- ern Counties Gas Company of California, a corporation, the right, priv- ilege and franchise to lay and use nipes and appurtenances for transmi- tting and distributing gas for any and all purposes under, along, across or upon the public streets, ways alleys and places as the same now or may hereafter exist, within said municipality. The Council of the City of San Juan Capistrano does ordain as follows: SECTION ONE Whenever in this ordinance the words or phrases hereinafter in this section defined are used, they shall have the respective meanings assig- ned to them in the following definitions (unless, in the given instance, the context wherein import a diffeentmeaning): (a) The word "Grantee" shall mean the corporation to which the franchise contemplated in this ordinance is granted and its lawful suc- essors or assigns; (b) The word "City" shall mean the City of San Juan Capistrano, a municinal corporation or the State of California, in its present incor- porated form or in any later recongized, consolidated or reincorporated
