ORDINANCE NO. 197
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SAN JUAN CAPISTRANO AMENDING SECTION 6 OF
ORDINANCE NO. 194, ADDING THE OFFICE OF CITY
CLERK THERETO, AND ADDING A PROVISION FOR THE
MANDATORY RETIREMENT OF FULL-TIME CITY
EMPLOYEES AND APPOINTIVE OFFICERS.
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO
DOES ORDAIN AS FOLLOWS:
SECTION 1. City Clerk. Section 6 of Ordinance
No. 194 is amended to read as follows:
The provisions of this Ordinance shall apply to
all offices, positions, and employments in the service of
the City, except the following, unless otherwise indicated
in this Ordinance or in the Personnel Rules:
a) The City Manager and the Manager's direct
administrative assistants.
b) Elective officers. -
c) Members of appointive boards, commissions, and
committees.
d) Persons engaged in a contract to supply expert
professional, technical, or other services.
e) Volunteer personnel, such as volunteer firemen.
If) Tb& City Attorney.
g) The. City Treasurer.
h) Emergency employees who are hired to meet the
immediate requirements of emergency conditions such as
an extraordinary fire,. flood, or earthquake which
threatens life or property.
i) The City Clerk.
SECTION 2. Mandatory Retirement Age: Section. 18
(a) shall be added to Ordinance No. .194 to read as follows:
"Mandatory retirement shall be required for all
regular full time City employees and appointive officers
upon the attainment of age 65. For all such persons who
are now over the age of 65, the effective date of said
mandatory retirement shall be January 1, 1973."
SECTION 3. Effective Date. Publication. This
Ordinance shall take effect thirty (30) days after the
date of its adoption and prior to the expiration of fifteen
(15) days from the passage thereof shall be published at
least once in the Coastline Dispatch, a weekly newspaper
of general circulation.
