ORDINANCE NO. 166 .
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF SAN JUAN CAPISTRANO CREATING A
PARKS AND RECREATION COMMISSION, ESTABLISH-
ING PROCEDURES THEREFORE AND PRESCRIBING ITS
DUTIES.
The City Council of the City of San Juan Capistrano does
hereby ordain as follows:
SECTION 1. Parks and Recreation Commission Created•
Membership: Term of Office. There is hereby created a Parks and
Recreation Commission consisting of seven (7) members. The Parks
and Recreation Commission shall be appointed by thi City Council
as follows:
a) One member from each of the four Parks and Recreation
Districts into which the City of San Juan Capistrano is divided
for the purpose of the Parks and Recreational Element of the
General Plan of the City of San Juan Capistrano.
b) One member to be selected to represent the Capistrano
Unified School District.
C) Two members to be chosen from the eity at large.
Members of the Parks and Recreation Commission shall serve
at the pleasure of the City Counsil.
SECTION 2. Officers: Commission Procedure. Within
fifteen (15) days after their appointment, the members of the
Commission shall meet in regular session and elect from their
members a Chairman and Vice -Chairman. Their duties shall be re-
spectively such as are usually carried out by such officers.
Officers shall hold office for one year or until their successors
are elected. The Commission shall adopt rules and regulations to
govern procedure and shall, by vote, set a time for regular
meetings, which shall be held at least once a month, and shall
determine the manner in which special meetings may be held and
the notice to be given to members. A majority of members shall
constitute a quorum. Minutes of .the commission shall be kept
by a Secretary to be appointed by the Commission and shall be
filed with the City Clerk.
SECTION 3. Duties of the Commission. TheCommission

shall have the following duties:
1) To act in an advisory capacity to the City Council and
the City Staff in all matters pertaining to parks and recreation,
and to cooperate with other governmental agencies and civic groups
in the advancement of sound parks and recreation planning and
programming.
2) To recommend policies on recreation service for the
approval of the City Council.
3) To advise with the City Staff on problems of develop-
ment of recreational areas, facilities, programs and improved
recreational services.
4) To recommend the adoption of standards on areas,
facilities, programs and financial support.
5) To have periodic inventories made of recreational
services that exist or may be needed, and to interpret the needs
of the public to the City Council, the Board of Trustees of the
Capistrano Unified School District, and the City Staff.
6) To aid in coordinating the recreational services with
the programs of other governmental agencies and voluntary
ortanizations.
7) To review the effectiveness -of'the Parks and Recreation
Program with the City Staff. -
8) To interpret the policies and-fun*ons of the Parks
and Recreation Program to the public.
9) To review the annual budget of the Parks and Re-
creation Program before presentation to the City Administrator
and City Council, and to advise the City Staff on the develop -

ment of the long range capital improvement program.
SECTION 4. This ordinance shall take effect and be in
force thirty (30) days after its passage and prior to the ex-
piration of fifteen (15) days after the passage thereof, this
ordinance shall be published once in the Coastline Dispatch, a
newspaper of general circulation in the City of San Juan
Capistrano, County of Orange, State of California.
PASSED, APPROVED AND ADOPTED this 24th day of August,
1970, at a regular meeting of the City Council of the City of
San Juan Capistrano, by the following vote, to wit:
AYES: COUNCILMEN: BATHGATE, CHERMAK, GAMMELL,
THORPE and FORSTER
NOES: COUNCILMEN: NONE
