ZONING AND PLANNING APPLICATIONS
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, DEFERRING THE ACCEPTANCE AND PROCESS-
ING OF CERTAIN ZONING AND PLANNING APPLICATIONS,
EXTENDING THE PROVISIONS OF ORDINANCE NO. 265
(URGENCY)
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO DOES
HEREBY ORDAIN AS FOLLOWS:
SECTION 1: Ordinance No. 265 be and is hereby extended
until such time as all zoning ordinances are consistent with the
General Plan, or £or the period of four (4) months from the date
of this Ordinance, whichever should terminate earlier.
SECTION 2: This Ordinance is an interim urgency ordi-
nance for the immediate preservation of the public peace, health,
safety and welfare adopted pursuant to Section 65858 of the
Government Code, and shall, accordingly, take effect immediately.
The facts constituting the urgency are as follows:
Since the adoption of the mandatory elements of the
General Plan, the staff has been diligently compAing and organ-
izing a Land Use Management Code to implement the Plan. Further-
more, the process of instituting aud'completing zone changes to
comply with the aforesaid General'Plan will require additional
preparation and further public hearings prior to adoption.
The Council of the City of San Juan Capistrano is of
the opinion that this interim Ordinance deferring the acceptance,
receipt and processing of certain planning and zoning applica-
tions, adopted as an urgency Ordinance, is necessary in order to
permit the City staff, Planning Commission and Council the time
and resources necessary to prepare, review and adopt its planning
and zoning ordinances, and the Land Use Management Code.
PASSED, APPROVED AND ADOPTED this 21st day of May, 1975,
by the following vote, to wit:
AYES: Councilmen Byrnes, Heckscher, Nash, Sweeney,
Mayor Weathers
