Ordinance Number 2669 ORDINANCE NO. 266 AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO AMENDING ORDINANCE NO. 84, AND PROVIDING FOR THE DESIGNATION OF "BUSES -ONLY" PARKING BY RESOLUTION THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1: ORDINANCE NO. 84 SHALL BE AMENDED TO READ: ARTICLE I: GENERAL REGULATIONS Section 1: Definitions: (a) Vehicle defined. The term "vehicle as used in this Ordinance shall, unless otherwise designated herein, include every animal drawn or self-propelled vehicle, and bicycles. (b) Buses defined. A "bus" is any motor vehicle other than a ,'motor truck" or "truck tractor" designed for carrying more than ten persons including the driver, and used or maintained for the transportation of passengers. Section 2: Unlawful to drive or ride on sidewalk (a) Vehicles not permitted on sidewalks It is hereby declared unlawful for any person to drive any vehicle upon any sidewalk within the City of San Juan Capistrano, or obstruct any such sidewalk by the passage or conveyance of any vehicle. (b) Animals not permitted on sidewalks It shall be and is hereby made unlawful for any person or persons,to ride, lead, drive or propel any horse, other beast of burden upon any side- walk in this city, or to use, or obstruct any such sidewalk by the passage or conveyance of any such animal. Section 3: Use of certain tires restricted. It shall be unlawful for any person, firm or corp- oration, to operate or drive a motor or other vehicle along upon or over any city street or highway or bridge of the city of San Juan Capistrano when such vehicle is equipped with tires, the outer circumference of which have a flat space or spaces thereon, which pound the _surface of such street, highway or bridge, and/or as restricted by Section 27454 of the Vehicle Code of the State of California. Section 4: Heavy traffic (a) Defined. Heavy traffic for the purpose of this Section is hereby defined to be any vehicle regardless of the motive power thereof, carrying a load including the weight of the vehicle in excess of twelve thousand pounds. 10 (b) Resolution to prohibit heavy traffic. Whenever the City Council of the city of San Juan Capistrano shall by resolution prohibit heavy traffic on any city street, highway or boulevard in the city and the said street or highway shall be posted as hereinafter provided, it shall be unlawful for any person to use said street or highway for the purpose of heavy traffic. (c) Posting sign. Whenever the City Council shall pass a reso- lution prohibiting heavy traffic upon any street or highway in the city of San Juan Cap- istrano, the said City Council shall cause to be posted upon said street or highway at the intersection of said street or highway with all other streets and highways at or near each of such intersections a sign upon which shall be printed in letters, not less than two inches in height, the words "HEAVY TRAFFIC PROHIBITED." ARTICLE II: PARKING Section 1: Traffic districts and zone designations. The City Council of the City of San Juan Capistrano may by resolution: (a) Designate certain streets or portions of streets within the incorporated area of the city as Traffic District "A", "B" or "C". (b) Designate certain streets or portions of streets as "No Parking" areas. (c) Designate portions of streets as "Loading Zones". (d) Designate portions of streets as "Bus Stops". (e) Designate portions of streets as "Passenger Loading Zones". (f). Determine. and select those streets and highways entering business or residential districts which shall be sign -posted. (g) Designate certain streets or portions thereof as "Buses -Only" parking areas. SECTION 2: Except as herein specifically amended, provisions of Ordinance shall remain in full force and effect. SECTION 3: This Ordinance shall take effect and be in force thirty (30) days from and after its passage and repeals those sections of Ordinance No. 54, in conflict herewith. -2- 101 SECTION 4: The City Clerk shall certify to the passage and adoption of this ordinance by the City Council of the City of San Juan Capistrano at a regular meeting thereof held on the 3rd day of July 1974, and shall cause the same to be published in the Good News within fifteen (15) days after its passage.
