Ordinance Number 382279 ORDINANCE NO. 382 ENFORCEMENT OF ORDINANCES AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO, j CALIFORNIA, IMPOSING A DUTY TO ENFORCE CITY ORDINANCES AND PROVIDING FOR ENFORCEMENT (URGENCY) THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, DOES ORDAIN AS FOLLOWS: SECTION 1. Duty to Enforce Ordinances. It is the duty of the City Manager and the City Attorney to enforce all City ordinances. SECTION 2. Authoritv to Arrest. The City Manager and the City Attorney are authorized to exercise the powers of arrest for violations of City ordinances, pursuant to Section 836.5 of the Penal Code of the State of California. SECTION 3. Effective Date. This is an Urgency Ordinance for the immediate preservation of the public health, safety, and general welfare, and shall take effect immediately. The facts of the urgency justifying the enactment of this Ordinance are as follows: 1. Violations of City ordinances occur which threaten the public health, safety and general welfare. 2. Abatement of violations by civil action is inhibited by the time and costs involved. 3. The expeditious abatement of violations is necessary to preserve the public health, safety and general welfare. SECTION 4. Clerk's Certification. The City Clerk shall certify to the adoption of this Ordinance and cause same to be posted in the duly designated posting places within the City of San Juan Capistrano within fifteen (15) days after its passage. PASSED, APPROVED AND ADOPTED this 7th day of March 1 1979, by the following vote, to wit: AYES: Councilmen Hausdorfer, Schwartze, Buchheim and Mayor Friess NOES: None ABSENT: Councilman Thorpe !/KENNETH E.
