ORDINANCE NO. 450
RESTRICTED PARKING ZONES
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, AMENDING TITLE 4 OF THE MUNICIPAL
CODE - ESTABLISHING PARKING ZONES RESTRICTED AS
TO OCCUPANCY
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Findings.
The City Council finds that:
1. The City's Environmental Review Board has reviewed
the Code Amendment as set forth herein, has
determined that the Amendment will not have a
significant effect on the environment, has
accordingly issued a negative declaration for the
Amendment, and has otherwise carried out all
requirements of the California Environmental
Quality Act.
2. The Code Amendment will serve to increase
flexibility in determining and establishing
parking zones without compromising traffic safety
or decreasing City control.
SECTION 2. Text of Amendments to Title 4 of the
Municipal Code.
A. Introduction.
Based on the findings set forth in Section 1, the
Amendments to Title 4 of the Municipal Code set
forth in paragraphs B, C, and D following are
hereby enacted.
B. Section 4-6.302. Amendment.
The text of Section 4-6.302 is hereby amended to
include the following additional parking zone
designation:
"(f) Parking zone for the Physically Handicapped."
C. Section 4-6.303. Amendment.
The text of Section 4-6.303 is hereby amended to
include the following additional marking provision:
"(b)(4) Blue shall mean parking restricted for use
by the physically handicapped."
D. Section 4-6.323. Addition.
Section 4-6.323 is hereby added to read as follows:
"Section 4-6.323. Parking Zone for the
Physically Handicapped.
"(a) Locations. The Council shall designate
parking zones for physically handicapped.
"(b) Curb markings. Parking zones for the physically
Handicapped shall be indicated by blue paint
upon the top of all curbs within such zones.

"(c) Obedience. No operator of any vehicle or
person riding any horse shall stop, stand,
park or leave standing such vehicle or horse
within any parking zone for the physically
handicapped contrary to the provisions of
this article."
SECTION 3
Effective Date.
This Ordinance shall take effect and be in force thirty
(30) days after its passage.
SECTION 4. City Clerk's Certification.
The City Clerk shall certify to the adoption of this
Ordinance and cause same to be posted in the duly designated
posting places within the City of San Juan Capistrano within
fifteen (15) days after its passage.
PASSED, APPROVED AND ADOPTED this 16th day of
February , 1982 , by the following vote, to wit.
AYES: Councilmen Hausdorfer, Bland, Buchheim,
and Mayor Schwartze.
NOES: None
ABSENT: Councilman Friess
