MOBILE HOME PARK REVIEW COMMITTEE
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, AMENDING TITLE 2, CHAPTER 2,
ARTICLE 9 OF THE SAN JUAN CAPISTRANO MUNICIPAL
CODE - MOBILE HOME PARK REVIEW COMMITTEE
(URGENCY)
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Amendments.
Title 2, Chapter 2, Article 9, Section 2-2.903(b), of
the San Juan Capistrano Municipal Code is hereby amended to read
as follows:
"Section 2-2.903. Mobile Home Park Review
Committee: Created: Members
Duties:
"(b) Membership. The Mobile Home Park Review
Committee shall consist of a total of five
(5) voting members and three (3) alternates:
two (2) resident electors and one (1)
alternate who are mobile home owners; two (2)
mobile home park owners, operators, or
managers and one (1) alternate who are not
required to be resident electors; and one (1)
resident elector and one (1) alternate who
are neither mobile home owners, mobile home
park owners, operators, nor managers. If,
however, any membership cannot be reasonably
filled from the designated categories, the
Council may appoint such other person who is
capable of fulfilling the duties and
obligations set forth in this article. A
quorum shall consist of three (3) voting
members, and any action of the Committee
shall require an affirmative vote of not less
than three (3) voting members."
SECTION 2. Effective Date.
This is an urgency Ordinance and shall take effect
immediately. The reason for the urgency is that from time to
time, a member may be disqualified from voting because of a
conflict of interest; the first public hearing is scheduled for
September 13, 1983, at which time one of the voting members will
be required to abstain from participating in any of the
proceedings.

SECTION 3. City Clerk's Certification
The City Clerk shall certify to the adoption of this
Ordinance and cause same to be posted at the duly designated
posting places within the City of San Juan Capistrano within
fifteen (15) days after its passage.
PASSED, APPROVED AND ADOPTED this 6th day of September,
1983, by the following vote, to wit:
AYES: Councilmen Friess, Hausdorfer,
Schwartze and Mayor Bland
