ESTABLISHING AN ECONOMIC DEVELOPMENT COMMISSION
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, ESTABLISHING AN ECONOMIC DEVELOPMENT
COMMISSION BY ADDING ARTICLE 10 "ECONOMIC
DEVELOPMENT COMMISSION" TO CHAPTER 2 "COMMISSIONS
AND BOARDS" OF TITLE 2 "ADMINISTRATION" OF THE
MUNICIPAL CODE
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA,
HEREBY ORDAINS AS FOLLOWS:
SECTION 1.
Article 10 entitled "Economic Development Commission"
is hereby added to Chapter 2 "Commissions and Boards" of Title 2
"Administration" of the San Juan Capistrano Municipal Code to
read as follows:
"Article 10. "Economic Development Commission"
"Section 2-2.1001. Created
"An Economic Development Commission for the City of San
Juan Capistrano is hereby created.
"Section 2-2.1002. Membership
"The Commission shall consist of a total of five (5)
members. The membership shall be comprised of the
following:
"a• Four members who fall within one or more of the
following categories:
"(1) City Resident; or
"(2) Local business owner/proprietor within the
City with strong business and/or development
expertise; or
"(3) Entrepeneur with strong business expertise in
the field of real estate development.
"b. One member shall be a Planning Commissioner.
"The Redevelopment Agency Chairman and City Manager
shall act as ex -officio, non-voting members.

347 "Section 2-2.1003. Duties
"The Economic Development Commission shall undertake and
have the following duties, responsibilities, and
functions, together with the powers incidental thereto:
"a. Provide policy guidelines for structuring
development agreements and development incentives;
"b. Promote the development opportunities and
reputation of the City consistent with the General
Plan and zoning land use requirements of the City;
"c. Make contact with corporations and businesses
which might want to locate within the City;
"d. Assist in the creation of development
opportunities;
"e. Function as a liaison with property owners, the
media, and other organizations;
,if. The Commission shall not be involved in any way
with the review and approval of specific planning
and zoning land use entitlements required for
project proposal."
SECTION 2. Effective Date.
This Ordinance shall take effect and be in force thirty
(30) days after its passage.
SECTION 3. City Clerk's Certification.
The City Clerk shall certify to the adoption of this
Ordinance and cause the same to be published once as required by
law and posted at the duly designated posting places within the
City of San Juan Capistrano within fifteen (15) days after its
passage.
