ORDINANCE NO. 783
AN ORDINANCE OF THE CITY OF SAN JUAN CAPISTRANO,
CALIFORNIA, AMENDING TITLE 2, CHAPTER 2, ARTICLE 2,
ESTABLISHING A HOUSING ADVISORY COMMITTEE
THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, DOES
HEREBY ORDAIN AS FOLLOWS:
1. It is the intent of the City Council to establish a Housing Advisory Committee
to review and provide advisory recommendations on housing related programs and grant applications;
and,
2. The establishment of the Housing Advisory Committee will also serve as part
of the City's Public Participation committee to receive input from the community on important
housing issues; and,
3. The Housing Advisory Committee will also serve to review and provide
recommendations on the Housing Element of the City's General Plan.
SECTION 2. Amendment.
Title 2, Chapter 2, Article 2, is hereby amended in its entirety in accordance with Exhibit "A"
attached hereto.
This Ordinance shall take effect and be in force thirty (30) days after its passage.
The City Clerk shall certify to the adoption of this Ordinance and cause the same
to be posted at the duly designated posting places within the City and published once within fifteen
(15) days after passage and adoption as required by law; or, in the alternative, the City Clerk may
cause to be published a summary of this Ordinance and a certified copy of the text of this
Ordinance shall be posted in the Office of the City Clerk five (5) days prior to the date of adoption
of this Ordinance; and, within fifteen (15) days after adoption, the City Clerk shall cause to be

published the aforementioned summary and shall post a certified copy of this Ordinance, together
with the vote for and against the same, in the Office of the City Clerk.

EXHIBIT "A"
Article 2. Housing Advisory Committee
Sec. 2-2.201 Created.
A Housing Advisory Committee for General Plan Housing Element and transmit
the City is hereby created. said recommendations to the Planning
Commission..
Sec. 2-2.202 Membership.
The Housing Advisory Committee
shall consist of five (5) members appointed
as follows:
(a) One member appointed by the
Planning Commission.
(b) One member appointed by the
Mobile Home Park Review Committee.
(c) Three members appointed by the
City Council of City residents with at least
one member from the area incorporated into
the City's Neighborhood Preservation
Program.
Sec. 2-2.203 Duties.
The Housing Advisory Committee shall
undertake and have the following duties,
responsibilities, and functions, together with
the powers incidental thereto:
(a) Conduct public meetings to solicit
community suggestions for future grant
applications.
(b) Review existing and possible
future housing programs and provide
recommendations to the City Council.
(c) Conduct public meetings and
make recommendations on possible goals and
objectives for inclusion into the City's
(d) Provide recommendations to the
City and Agency Board of Directors on the
annual funding levels for housing programs
as part of the budgetary process.
(e) Monitor adopted housing
programs and provide recommendations on
possible modifications or deletion of specific
program elements.
(f) To undertake such other duties as
may be assigned by the City Council.
