SAN JUAN CAPISTRANO CITY COUNCIL
ADJOURNED REGULAR MEETING
Mayor Taylor called the Adjourned Regular Meeting of the San Juan Capistrano
City Council to order at 4:05 p.m. in the City Council Chamber.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Roy L. Byrnes, M.D., Derek Reeve, Larry Kramer,
Mayor pro tem Sam Allevato and Mayor John Taylor
COUNCIL MEMBERS ABSENT: None.
ORAL COMMUNICATIONS: None.
DISCUSSION ITEM:
C1. CONSIDERATION OF A REQUEST FOR PROPOSALS TO SEEK A
DEVELOPER FOR AFFORDABLE HOUSING ON THE SOUTHERNMOST
PORTION OF APN 121-050-21 (THE GROVES AT WILLIAMS RANCH),
LOCATED AT THE NORTHWEST CORNER OF CAMINO CAPISTRANO AND
JUNIPERO SERRA ROAD (430.45)
Nelson Miller, Interim Development Services Director, provided a PowerPoint
presentation and responded to questions.
Council Action: Moved by Mayor pro tem Allevato, seconded by Council Member
Byrnes, and carried unanimously to direct staff to prepare a Request for
Proposals to seek a developer for affordable housing on the southernmost
portion of APN 121-050-21 (The Groves at Williams Ranch), located at the
northwest corner of Camino Capistrano and Junipero Serra Road.
C2. CONSIDERATION OF REJECTING PROPOSALS RECEIVED FOR THE
NORTHWEST OPEN SPACE PHASE 1 COMMUNITY PARK; AND DIRECTION
TO RETURN TO CITY COUNCIL WITH A REVISED ALTERNATIVE
APPROACH FOR CONSIDERATION (920.40)
Nelson Miller, Interim Development Services Director, provided a PowerPoint
presentation and responded to questions. Keith Van Der Maaten, Public Works
and Utilities Director, responded to questions.
Council Action: Moved by Council Member Byrnes, seconded by Mayor pro tem
Allevato, and carried unanimously to 1) reject the Proposals received for the
Northwest Open Space, Phase 1 Conceptual Community Park Plan; and 2) direct
staff to return to City Council with a revised alternative approach for
consideration.

Mayor Taylor adjourned the meeting at 5:38 p.m. Tuesday, October 1, 2013, at
6:00 p.m. for a public Business Session and Closed Session, in the City Council
Chamber.
