TRANSPORTATION COMMISSION
Mayor Kramer called the Special Joint Meeting of the San Juan Capistrano
City Council, and the Transportation Commission to order at 5:04 p.m. in the
City Council Chamber.
ROLL CALL:
COUNCIL MEMBERS PRESENT: Derek Reeve, Sam Allevato; Mayor pro tem
John Taylor and Mayor Larry Kramer
COUNCIL MEMBERS ABSENT: Freese
TRANSPORTATION COMMISSIONERS PRESENT: Matt Gaffney, Jean Savage,
Vice -Chair Tim Markel and Chair John Altieri
TRANSPORTATION COMMISSIONERS ABSENT: E.J. Constantine
PLEDGE OF ALLEGIANCE: Chairman Altieri
ORAL COMMUNICATIONS: None.
DISCUSSION ITEM:
C1. HYBRID APPROACH SELECTED
DISCONNECT EXISTING STATION
RAILROAD CROSSING (820.45)
TO REDUCE TRAIN SPEEDS AND
SIDING OF THE DEL OBISPO STREET
Alan Oswald, Senior Traffic Engineer, provided a staff report and responded to
questions. Darrell Johnson and Jennifer Bergener, Orange County
Transportation Authority (OCTA), provided a PowerPoint presentation and
responded to questions.
• Public Comments: Clint Worthington, City resident; Steve Behmerwohld,
City resident; and John White, City resident.
Transportation Commission Action: Moved by Commissioner Gaffney, seconded
by Commissioner Savage, and carried 4-0 with Commissioner Constantine
absent, to recommend to the City Council to support a hybrid approach to reduce
train speeds and disconnect the existing station siding; and implement as quickly
as possible.
Council Action: Moved by Council Member Reeve, seconded by Council Member
Allevato, and carried 4-0 with Council Member Freese absent, to support a hybrid
approach to reduce train speeds and disconnect the existing station siding.

Transportation Commission: Chair Altieri adjourned at 6:48 p.m. to Tuesday, October
10, 2010, at 7:00 p.m. for the Regular Business Session, in the City Council Chamber.
City Council: Mayor Kramer adjourned at 6:48 p.m. to October 16, 2012, at 5:00 p.m. for
Closed Session and 6:00 p.m. for a public Business Session in the City Council
Chamber.
