BUSINESS SESSION Chair Freese called the Regular Meeting of the Community Redevelopment Agency Board of Directors to order at 9:06 p.m. DIRECTORS PRESENT: Sam Allevato, Derek Reeve, Larry Kramer, Vice -Chair John Taylor and Chair Laura Freese. DIRECTORS ABSENT: None Agenda items are presented in the originally agendized format for the benefit of the minutes' reader, but were not necessarily heard in that order. CONSENT CALENDAR Board Action: Moved by Director Allevato, seconded by Director Kramer and carried unanimously to approve items 1 and 3 as recommended by staff. 1. COMMUNITY REDEVELOPMENT AGENCY MINUTES — REGULAR MEETING OF SEPTEMBER 6, 2011, APPROVED 2. CHECK REGISTER DATED AUGUST 27 THROUGH SEPTEMBER 8, 2011 FOR WIRES IN THE TOTAL AMOUNT OF $2,294,407.13, RECEIVED AND FILED (300.30) Cindy Russell, Finance Officer, responded to questions. Board Action: Moved by Director Allevato, seconded by Director Kramer and carried unanimously to receive and file. 3. REVIEW OF INVESTMENTS — JULY 2011, RECEIVE AND FILED (350.30) PUBLIC HEARINGS: None 1 9-20-2011 BOARD ACTIONS: STATUS UPDATE OF THE DRAFT HISTORIC TOWN CENTER MASTER PLAN, DRAFT FORM -BASED CODE, DRAFT PROGRAM ENVIRONMENTAL IMPACT REPORT (PEIR) AND THE PROPOSED PUBLIC REVIEW PROCESS (400.20) Vice -Chair Taylor recused himself and left the Council Chamber due to proximity of his residence to the Historic Town Center Master Plan area. Bill Ramsey, Principal Planner, provided a PowerPoint presentation and responded to questions. Michael Bohn, Studio One Eleven, responded to questions. Public Comments: Tony and Orrie Brown, Plaza de Prosperidad LP., submitted correspondence on September 20, 2011, opposing the draft Historic Town Center Master Plan. Public Comments: Larry Thomas, Chamber of Commerce, spoke in support and asked that the City Council proceed with the process. Eric Altman, Irvine resident, asked the City Council to proceed with the process. Council Comments: • Suggested adding language that eminent domain is only used for critical public health and safety reasons and not for design or economic issues. Board Action: Moved by Director Kramer, seconded by Director Allevato, and carried 3-0-1 with Vice -Chair Taylor recused and Director Reeve opposed to direct staff to proceed with the formal public review process on the Draft Historic Town Center Master Plan, the Draft Form -Based Code and the Draft Program Environmental Impact Report (PEIR); and refer the project for review and recommendation to the City's Transportation Commission; the Cultural Heritage Commission; the Parks, Recreation, and Senior Services Commission; the Design Review Committee; and the Planning Commission.
