11-0223_CC_Minutes_Adjourned Regular MeetingMINUTES FEBRUARY 23, 2011 SAN JUAN CAPISTRANO CITY COUNCIL ADJOURNED REGULAR MEETING Mayor Allevato called the Adjourned Regular Meeting of the City Council of the City of San Juan Capistrano to order at 2:04 p.m. in the City Council Chamber. Mayor pro tem Kramer led the Pledge of Allegiance. Mayor Allevato welcomed Congressman Ken Calvert and thanked him for taking the time to come to the. City. ROLL CALL: COUNCIL MEMBERS PRESENT: Council Member Laura Freese, Council Member Derek Reeve, Council Member John Taylor, Mayor pro tem Larry Kramer and Mayor Allevato. COUNCIL MEMBERS ABSENT: None DISCUSSION ITEM: 131. MEETING HELD WITH CONGRESSMAN KEN CALVERT REGARDING 2011 LEGISLATIVE PRIORITIES (660.40) . Staff Presentations ■ Nasser Abbaszadeh, Public Works Director, requested funding support for the Alipaz Extension Project. ■ West Curry, Assistant Utilities Director, requested funding support for the San Juan Capistrano Ground Water Recovery Plant Expansion and Regional Domestic Distribution Facility. Council Comment: Traffic concerns, need assistance with the Foothill Transportation Corridor Extension (241 Toll Road Extension); and supported a mandated E -Verify program at a federal level. ■ Expressed the importance of promoting volunteerism in the community. ■ Felt that not all residents are in support of the 241 Toll Road extension; and expressed concern with the amount of debt incurred by the City; supported the use of E -Verify for all City businesses; and ,felt that many residents are not in favor of the costs associated with the Ground Water Recovery Plant (GWRP). ■ Need assistance for Regional Library renovation which is greatly used by the community. 1 2-23-2011 Congressman Calvert's Comments: ■ Federal government facing fiscal problems; budget operating on a continuing resolution from last congress; expressed the need for a temporary continuing resolution. ■ Would like looking into implementing a waiver for the National Environmental Policy Act (NEPA), if California Environmental Quality Act (CEQA) requirements are followed, in order to reduce process on going through two different agencies. Expressed concern with infrastructure problems at the port of LA/Long Beach. Looking into legislation to help revitalize rail system, track dedicated lanes to separate truck traffic from passenger cars. ■ Expressed supports for water independent programs in order to reduce dependability on imported water. ■ Desire to see a positive change in healthcare, but working to defund and slow down the enactment of the new Health Care Legislation. Continue to seek legislation for immigration reform which will include mandatory E -Verify at the federal level. ■ Continue to work on a Transportation Bill and will make sure that Council's priorities are met. ■ Supports redevelopment funds staying with the local communities. ORAL COMMUNICATIONS: ■ John Perry, City Resident, spoke against local grants, felt that funds could be better spent if returned to the treasury department for debt reduction; and expressed lack of support for the Ground Water Recovery Plant (GWRP) expansion and improvements. ■ Ian Smith, City Resident, spoke regarding the City's debt, the GWRP, increases in water bills, and requested that Congressman Calvert ignore requests for funds related to the GWRP. Kim Lefner, City Resident, spoke regarding the City's debt, the state of the City's water enterprise, increases in water bills; and requested that Congressman Calvert not support tax payer funding towards the City's water enterprise. ■ Kim McCarthy, City Resident, spoke regarding the City's debt; and expressed concern with the City requesting grant funds. ■ Tony Brown, City Resident, spoke in support of the E -verify program; and expressed concern with the City's debt.
