BUSINESS SESSION
Chair Freese called the Adjourned Regular Meeting of the Community Redevelopment
Agency Board of Directors to order at 7:18 p.m.
DIRECTORS PRESENT: Derek Reeve, Sam Allevato, Larry Kramer, Vice -Chairman
John Taylor and Chair Laura Freese.
DIRECTORS ABSENT: None
Agenda items are presented in the originally agendized format for the benefit of the
minutes' reader, but were not necessarily heard in that order.
CONSENT CALENDAR
Board Action: Moved by Director Allevato, seconded by Director Kramer and carried
unanimously to approve items 1 and 2 as recommended by staff, with
Director Reeve opposed to approve consent calendar items 2 and 3.

2. REPORT OF INVESTMENTS — JANUARY 2010, RECEIVED AND FILED

4. CRA RESOLUTION NO. 11-03-01-01 ADOPTED APPROVING AN
AMENDMENT TO THE OWNER PARTICIPATION AGREEMENT BETWEEN
THE COMMUNITY REDEVELOPMENT AGENCY AND CURRENT PROPERTY
OWNER, CAPISTRANO HOME CENTER, LLC (APN 668-241-23 AND APN
668-451-01); AND FIRST AMENDMENT TO OWNER PARTICIPATION
AGREEMENT WITH SIGNATURES SERVICES, APPROVED (600.40)
Cindy Russell, Finance Officer, responded to questions.
Public Comments:
Bob Dolley, Owner of Plaza Del Obispo, expressed concern with potential
parking problems for adjacent shopping centers if the parking standards are
less restrictive for the Capistrano Home Furnishing Center,
Directors Comments:
• Supported less ; estrictive parking standards for the Capistrano Home
Furnishing Center, in order to provide better uses in the center and allow it to
be successful.
® Stated that the parking lot is usually not more than 25% full.
• Felt that is a fiduciary duty to assist businesses owners succeed in town.
Board Action: Moved by Director Allevato, seconded by Vice Chair Taylor, and
carried unanimously to adopt CRA Resolution 11-03-01-01 entitled
"A RESOLUTION OF THE SAN ,JUAN CAPISTRANO COMMUNITY
REDEVELOPMENT AGENCY APPROVING AN AMENDMENT TO THE
OWNER PARTICIPATION AGREEMENT BETWEEN THE COMMUNITY
REDEVELOPMENT AGENCY AND CURRENT PROPERTY OWNER,
CAPISTRANO HOME CENTER, LLC (APN 668-241-23 AND APN 668-451-01)"

There being no further business, Chair Freese adjourned the meeting at 7:35 p.m. to
Tuesday, March 1, 2011, at 5:00 p.m. for a Closed Session and 6:00 p.m. for the public
Business Session, in the City Council Chamber.
