BUSINESS SESSION
Chair Freese called the Regular Meeting of the Community Redevelopment Agency
Board of Directors to order at 8:35 p.m.
DIRECTORS PRESENT: Tom Hribar, Dr. Londres Uso, Mark Nielsen,
Vice -Chairman Sam Allevato and Chair Laura Freese.
DIRECTORS ABSENT: None
Agenda items are presented in the originally agendized format for the benefit of the
minutes' reader, but were not necessarily heard in that order.
CONSENT CALENDAR
Board Action: Moved by Director Nielsen, seconded by Director Uso and carried
unanimously to approve items 1 and 2 as recommended by staff.
1. COMMUNITY REDEVELOPMENT AGENCY MINUTES — ADJOURNED
REGULAR MEETING OF APRIL 6, 2010, APPROVED
2. ACCOUNTS PAYABLE WARRANTS DATED APRIL 8, 2010 IN THE TOTAL
AMOUNT OF $1,227,530.23 RECEIVED AND FILED (300.30)
PUBLIC HEARINGS: None
BOARD ACTIONS:
1. APPLICANT TO BRING BACK A PERMANENT ALTERATION APPLICATION;
TREE REMOVAL PERMIT; AND LOT LINE ADJUSTMENT AUTHORIZED TO
BE PROCESSED (SOUTH ORANGE COUNTY COMMUNITY THEATRE)

Douglas Dumhart, Economic Development Manager, provided a staff report and
responded to questions.

Public Comment:
• Tom Scott, Camino Real Playhouse, provided an overview of the proposed
improvements and responded to questions.
• David Belardes, The Blas Aguilar Foundation, inquired about the Lot Line
Adjustment process, and volunteered his archeological services for the
removal of the trees.
Board Comment:
• Preference in a permanent solution.
• The tree removal permit needs to go through the proper process once a third
party has measured the trees in order to make sure that they qualified to be
removed.
• The trees should be removed if they are damaging the building and replaced
with proper trees.
1$t Board Action: moved by Vice -Chair Allevato, seconded by Director Nielsen
and carried 4-1 with Director Uso opposed to direct applicant
(Orange County Community Theatre) to bring back through the proper review
process a permanent alteration application with all the appropriate permits and to
the City Council for f inal approval, and tree removal permit to be reviewed
independently.

2"d Board Action: moved by Vice -Chair Allevato, seconded by Director Uso and
carried unanimously to authorize a Lot Line Adjustment to 'be processed with
permanent improvement plans.
ADJOURNMENT:
There being no further business, Chair Freese adjourned the meeting at 8:57 p.m. to
Tuesday, May 4, 2010, at 5:30 p.m. for Closed Session, and 0:30 p.m. for the public
Business Session, in the City Council Chamber.
