65-0601_CC_Minutes_Special MeetingMinutes of the Special Meeting of the City Council of San Juan Capistrano JUNE 1. 1965 Mayor Don Durnford called the meeting to order at 7:38 P.M. Councilmen present were: Carl E. Buchheim, Edward S. Chermak, Antonio M. (Tony) Olivares and Don Durnford. William A. Bathgate was absent. City Attorney, John H. Dawson, was not present for this "Special' Meeting. The pledge of allegiance was recited. The invocation was given by City Administrator, Ernest A. Thompson. The City Clerk read a memorandum from City Engineer, Jack Kubota, dated May 27, 1965 regarding the subject of request of the Southern Counties Gas Company for permission to excavate, construct and maintain a 30" natural gas transmission pipeline within street rights of way of the City of San Juan Capistrano. Representatives of the Southern Counties Gas Company responded with statements of clarificatinn and rebuttal. Mr. Jerry Myers, Southern Counties Gas Company spokesman, along with Mr. Jim Decker, related some consideration of an alternate route that might be provided by Mr. Dick Kempa of Town & Country Homes in connection with development of future residential structures. Further discussion among the members of the City Council related concern for a routing to follow the projected alignment of Alipaz Street northerly from Del Obispo Street to its future intersecting with the proposed 'Trabuco Creek Canyon Road'. Some concern was debated with regard to precise alignment versus a general alignment. More facets of concern were stated by Councilman Ed Chermak with regard to (a) traffic safety, (b) excavation depth and installation specifications, (c) any other possible routing, (d) timing of installation and length of period of construction, and (e) other pertinent questions to include legality and contingent liabilities. Other questions asked the strength of the steel pipe; area to be served by transmission line; effect of earthquakes; hazards through electrolysis; and the frequency in distance between automatic control valves. The conclusion of the members of the City Council apparently was on these major points of contention: l -/-b r (a) A main arterial street would be torn up; (b) Maintenance, in the future, of the street forerly utilized for the installation of the gas pipe line; (c) The probability of necessity of the City to use the street for its municipal facilities, such as (1) drainage (2) sewers (3) underground electrical conduit (d) Safety factor The matter was continued with directives and advice given for further investigation to be made on the part of the applicant and further engineering criteria to be recommended by the City Engineer.
